The National Development Planning Commission [NDPC] is asking for the contribution of the Ghana Police Service as it is set to begin the roadmap for the technical consultations of the long-term national development plan in February this year.
The Director-General of NDPC, Dr. Nii Moi Thompson said, there cannot be real development without peace and stability in the country.
“There cannot be real development without peace and stability and the police obviously is on the forefront of promoting that and so we thought we should come and pay a courtesy call on you to give you a sense of what we’ve done and what is in stock for all of us and ultimately the role of the police itself,” Dr. Thompson noted.
In his remarks, Dr. Nii Moi Thompson said, provisions are made for the Police Service to make written contributions as and when the technical consultations begin in February this year, letters will be served to invite them.
According to him, there is a whole section of the plan that deals with infrastructure and modern facilities earmarked for Ghana Police Service which includes modern accommodation, police posts, modern equipments and logistics.
He said, the Police Service we inherited at independence is not the Police Service that we have today therefore, the Commission do not reckon that the police we had today will be the same 40years from now.
He explained that the size of the population currently stands at 27million and it keep increasing steadfastly which obviously has an implication on law enforcement in the country.
According to him, we are currently just over 50percent urban, by the year 2057 the Commission anticipate the situation of 90percent urbanization rate which means that 90percent of Ghanaians will be leaving in urban areas which also has implication for policing.
Dr. Nii Moi Thompson added that one of the main reasons for the development of the 40year plan was to increase visibility of policing to become more efficient in dealing with the growing population.
He mentioned that the plan is supposed to start from 2018 to 2057 which would then be divided into ten 4year plan.
“The first installment of the 40years will actually begin 2018 and end in 2021 until we reach the 2057 when Ghana will turn 100years old. We plan it to coincide with the celebration of Ghana’s 100 Anniversary,” he stated.
He noted that as the process unfolds, they zero in the vision for different aspects of Ghanaian society-for example, the vision of the police it’s evolving.
Dr. Thompson said the vision for Ghana is preceded on the basis of building a just, free and prosperous society as provided by the 1992 constitution of Ghana.
He concluded that the Commission will from next year 2017, operationalise the plan making sure that the views and comments from all the consultations are translated into a single document called the Long Term National Development Plan.
Dr. Nii Moi Thompson added that the Commission has already put in place legal frameworks that will guide the implementation of the 40year plan in 2018.
The Acting Inspector General of Police [IGP], COP John Kudalor commended the team from the National Development Planning Commission especially the Director General and his team for being passionate about the development of the country as they keep the black star rising.
He expressed his gratitude to the team for their hard work and dedication to the service of this country.
The Acting IGP, after Dr. Thompson’s opening remarks, said the whole exercise of the Long Term National Development Plan is very refreshing and inspirational.
According to him, he has the confidence and hope that the 40year plan will in a way provide the type of policing that will create the enabling environment for the Police Service to realize its many dreams.
He noted that they [Police Service] are all for the 40year plan adding that, they are ready to provide their support to enable this plan takes off successfully in the country.
The Acting IGP noted that policing is evolving because of its modern equipments and operations likewise the dynamics of demonstrations and crime in our societies.
According to him, the plan must also have a complete chapter on policing and security.
He said the 40year plan must take into consideration the equipments and the number of police personnel to achieve the UN police population ratio.
The Acting IGP indicated that the Police Service already has a strategic plan but budget constraints have hindered the effective implementation of the plan.
They hope that the 40year plan will complement their strategic plan by providing them with the financial backing to make the biggest dream becomes a reality.
