The World Customs Organization (WCO) has organized a four-day training programme in Accra for officials of the Customs Division of the Ghana Revenue Authority (GRA) to take over the core functions of Destination Inspection Companies (DIC’s) at the country’s ports.

This is part of the WCO’s support to Customs Division as it takes over the Valuation, Classification and Risk Management from the DIC’s on 1st September 2015. The training is being led by WCO’s Senior Technical Officer, Tariff and Trade Affairs Directorate (Valuation), Ian Cremer.

A high-level management meeting was first held yesterday, Wednesday, 29th July 2015 at the new Customs Technical Services Bureau (TSB), located at the Customs Headquarters in Accra. The TSB will house the operational activities of the service on 1st September, 2015.

The Niamey Declaration underline the willingness of Customs Services in the West and Central Africa region to undertake the necessary steps to enable this. Article 10.5 of the World Trade Organization, WTO (Bali) Trade facilitation agreement contain new requirement in this regard.

Countries in the region still engaging Inspection Companies include Ghana, DR Congo, Sierra Leone and Liberia.
