Controller and Accountant General Department sets up payroll

Koforidua, Feb 27, GNA-The Controller and Accountant- General's Department (CAGD), has set up Payroll Clinics in all the 170 Metropolitan Municipal and District Assemblies (MMDA), to sustain an educational campaign on the newly Mechanized Payroll System.

Mr Raphael Kwasi Tuffour, Controller and Accountant-General, announced this at a two-day educational forum in Koforidua on the mechanized payroll for public and civil servants in the Eastern Region.

He said system would enable public servants who have grievances concerning their salaries to seek redress.

Mr Tuffour said the payroll clinics under the leadership of MMDA's Finance officers, had appointed payroll desk officers responsible for receiving and resolving complaints from employees and pensioners on the government payroll on daily basis.

He indicated that heads of departments also had responsibilities of ensuring that the mechanized payroll was free from material irregularities and that only staffs belonging to the department were paid and any overpayment recovered fully.

Mr Tuffour said migrating institutions onto the Single Spine Salary Structure (SSSS) alone was not the end of the process because the public servant needed to understand polices and principles, behind the SSSS for the success of the new payroll system.

He said with the support of leaders of organized labour and other public organisations, the CAGD had been able to migrate 53 institutions, representing over 90 per cent of government workers onto the SSSS mechanized payroll including major institutions such as the Ghana Education Service (GES) and the Ghana Health Service (GHS).

The Controller and Accountant-General hoped that with the Regional forum being organized in all the 10 regions coupled with the payroll clinics, concerns on the new salary structure by employees on government payroll would be resolved for a smooth implementation.
