The Volta Regional Peace Council (VRPC) has expressed grave concern over the escalating chieftaincy dispute in the Ziavi Traditional Area following the reported installation of two rival Paramount Chiefs.

The Council said it is closely monitoring the situation after reports emerged that both factions are planning separate outdoor ceremonies to publicly introduce their claimants to the paramount stool on May 9, 2026. VRPC warned that the simultaneous gatherings pose an immediate threat to public safety and regional security.

In a statement released on Monday, May 4, 2026 and signed by the Executive Secretary, the Peace Council clarified that it does not have the legal mandate to determine the validity of an enstoolment under Chapter 22 of the 1992 Constitution and the Chieftaincy Act, 2008 (Act 759). It stressed that the resolution of rightful succession rests solely with the Traditional Councils and the Regional or National Houses of Chiefs.

While legal matters remain within the jurisdiction of the chieftaincy institutions, VRPC noted that the dispute’s potential to disrupt public order now falls under the purview of the Regional Security Council (REGSEC).

The Council has issued three key advisories to prevent further escalation. It urged both contesting factions to exercise maximum restraint and to cancel any planned outdooring ceremonies that could incite violence.

It also called on the Ziavi Traditional Council to immediately lodge formal petitions regarding the rival installations with the Volta Regional House of Chiefs for legal resolution. On law enforcement, VRPC said it is engaging the Ghana Police Service and REGSEC to address criminal elements, including the reported use of firearms and the presence of armed allies.

The Regional Peace Council reaffirmed its readiness to provide mediation aimed at de-escalating tensions and preventing loss of life. However, it stressed that successful mediation requires both parties to move beyond legal battles framed as “victor and vanquished” and to prioritize the peace of the Ziavi people.

VRPC is appealing to elders, youth, and all stakeholders in Ziavi to choose dialogue and respect constitutional processes for resolving chieftaincy matters.
