
Berlin, Germany World leaders and humanitarian organizations gathered this week in Berlin for a high-level conference on Sudan, pledging more than $1 billion in aid while warning that the conflict is spiraling into one of the most severe humanitarian disasters in recent history.
The meeting, led by Germany in collaboration with international partners, sought to mobilize urgent support for millions of civilians affected by Sudan’s ongoing war. Now entering its third year, the conflict between forces loyal to Abdel Fattah al-Burhan and paramilitary units led by Mohamed Hamdan Dagalo has devastated infrastructure, displaced millions, and pushed vast regions toward famine.
Billions pledged, but gaps remain
Donor nations committed over €1 billion in humanitarian assistance, with Germany alone contributing hundreds of millions. The funds are earmarked for emergency food aid, healthcare services, and support for refugees and internally displaced persons.
Yet aid agencies warn the pledges fall far short of what is needed. The United Nations estimates that more than 30 million people in Sudan require urgent assistance nearly two-thirds of the population.
“This is a race against time,” a UN official said at the conference. “Without sustained funding and access, famine and disease will spread even further.”
No peace at the table
Despite the scale of the crisis, the conference notably excluded Sudan’s main warring factions, limiting its scope to humanitarian coordination rather than political resolution. Analysts say this underscores a growing disconnect between international aid efforts and stalled diplomacy.
Calls for a ceasefire and renewed negotiations were echoed throughout the meeting, but no concrete political roadmap emerged.
Regional ripple effects across Africa
Sudan’s conflict is increasingly destabilizing neighboring countries, particularly Chad, South Sudan, and Egypt, all of which are grappling with large refugee inflows.
Chad has absorbed hundreds of thousands fleeing violence in western Sudan, straining already limited resources.
South Sudan, itself fragile after years of conflict, faces renewed insecurity along its border regions.
Egypt is dealing with both humanitarian and political pressures as displacement rises.
The crisis also threatens trade corridors and agricultural production across the Sahel and Horn of Africa, raising fears of broader food insecurity on the continent.
Global implications and geopolitical tensions
Beyond Africa, Sudan has become a focal point for geopolitical rivalry. External actors including Gulf States and other global powers are accused of backing rival factions, complicating peace efforts.
Western governments at the Berlin conference called for stricter enforcement of arms embargoes and urged all foreign actors to halt military support. The European Union and the United States signaled potential sanctions against those fueling the conflict.
Meanwhile, the crisis risks diverting international attention and resources from other global emergencies, as donor fatigue grow amid multiple ongoing conflicts worldwide.
A test for international cooperation
The Berlin conference highlights both the potential and the limits of global cooperation. While financial commitments demonstrate continued engagement, the absence of political progress raises difficult questions about the effectiveness of current strategies.
For millions of Sudanese civilians, the outcome remains uncertain. As one aid worker put it: “Money can save lives today but without peace, the suffering will continue tomorrow.”
