
Ghana has taken a significant step toward advancing sustainable ocean and water resource management with the validation of its draft Blue Economy Policy by the Ministry of Fisheries and Aquaculture Development.
At a stakeholder validation workshop held on Monday, April 20, 2026, at the Alisa Hotel in Accra, policymakers, experts, and industry players convened to review and refine the country’s zero draft Blue Economy framework.
Opening the session, the Minister for Fisheries and Aquaculture Development, Emelia Arthur, described the workshop as a critical milestone in Ghana’s pursuit of a resilient and inclusive Blue Economy.
She stressed that the country stands at a pivotal point in its development trajectory, noting that the transition to a Blue Economy is already underway rather than a distant ambition.
“Step by step, we are laying the foundations to ensure that Ghana’s marine and inland water resources sustainably support our economy, strengthen food security, and safeguard our environment,” she said.
According to the Minister, the proposed National Blue Economy Policy seeks to tackle longstanding challenges in managing marine and freshwater resources through a coordinated, whole-of-government approach. The framework positions the Blue Economy as a central driver of sustainable economic growth.
The policy is structured around six strategic pillars: Blue Wealth, Blue Health, Blue Knowledge, Blue Finance, Blue Equity, and Blue Safety and Security.
Hon. Arthur emphasized that achieving the policy’s objectives will require strong collaboration and commitment from all stakeholders to ensure effective implementation.
The workshop featured presentations and detailed clause-by-clause deliberations by the Blue Economy Committee and participants, aimed at refining the draft and building consensus on a unified national framework for the sustainable management of Ghana’s marine and inland water resources.
