The English side are keeping tabs on the in-form Athletic Bilbao attacker as concerns grow over Harry Kane.
Kane, an England international, has been prolific in front of goal but there are concerns one injury could wreck Spurs campaign.
Tottenham manager Mauricio Pochettino sees Williams as an ideal striker to help the side.
Williams, 21, has been phenomenal for Athletic Bilbao since being brought into the first team last season, with an impressive ten goals in 21 goals this season.
He is of Ghanaian and Liberian descent.
