The Ghana Education Service (GES) has directed heads of senior high schools and senior high technical schools to immediately stop collecting unauthorised fees and levies from students and their parents or guardians.
The directive follows reports received by the GES Management that some school heads were collecting admission fees, Parent-Teacher Association (PTA) dues and other unauthorised charges from parents and guardians.
In a statement dated September 23, 2026, and signed by the Head of Public Relations at the GES, Daniel Fenyi, Management cautioned all SHS/SHTS heads to cease the practice with immediate effect.
The GES said the charging and collection of unauthorised fees and levies were contrary to the government's policy on free education at the senior high school level.
It stressed that no student or parent should be compelled, directly or indirectly, to pay admission fees, PTA dues or any other unauthorised charges as a condition for admission, enrolment or participation in school activities.
The directive also covers access to school services, with the GES stating that such payments must not be made a condition for students to access them.
On PTA dues, the Service said the matter was currently pending before the courts and that until the case was determined, discussions and collection of PTA dues and levies remained on hold.
The GES has further directed school heads to refund any unauthorised fees or levies already collected and submit evidence of the refunds to Management.
It warned that any person found flouting the directive would face appropriate administrative sanctions, including removal from office.
The Service has also encouraged members of the public to report instances of unauthorised fee or levy collection to Management for investigation and the necessary action.
The GES said it appreciated the cooperation of stakeholders, particularly school heads, directors and parents, in ensuring compliance with the directive.
