The National Identification Authority (NIA) has clarified that the Personal Identification Number (PIN) on the Ghana Card is not an indicator of a cardholder’s nationality.

It explained that the PIN is only a unique identifier assigned within the National Identity Register (NIR) and remains permanently linked to an individual once issued.

In a social media post on Wednesday, April 15, Executive Secretary of the NIA Wisdom Yayra Koku added that the PIN cannot be altered, even in cases where a cardholder’s nationality status changes through legal processes.

“The Personal Identification Number (PIN) on the Ghana Card DOES NOT determine the nationality of the cardholder,” the post read in part.

The NIA boss added that the PIN serves strictly administrative purposes within the national identity system.

“The PIN serves solely as a unique identifier within the National Identity Register (NIR) and is generated upon successful registration and issuance of the card," he noted.

The NIA further explained that nationality changes are reflected through updated identity cards, not changes to the PIN.

It noted that institutions should rely on designated data fields and approved verification systems rather than the PIN when determining nationality.

The Authority urged public and private institutions to adhere strictly to these guidelines to avoid misinterpretation and misinformation regarding identity status.

I think they're right. In Canada, there's something called SIN(social insurance number) a 9 digit numbers card which are issued to every Citizens and legal migrants which doesn't determine your specific status but only proves your legality for any assistance . There's a similar 9 digit card that's start with (9) for those temporal residence who maybe converted into permanent status and eventually becoming a citizen . So NIA are right in their response.
