The National Labour Commission (NLC) has directed the Civil and Local Government Staff Association of Ghana (CLOGSAG) to immediately withdraw its planned nationwide strike, which was slated to begin on Monday, March 9, 2026.
CLOGSAG had announced the strike in a notice dated March 5, 2026, citing unresolved disputes over salary structures and conditions of service for civil and local government staff. The union instructed all members to stay at home until further notice, citing repeated delays by government agencies in implementing a new salary structure that was originally scheduled to take effect on January 1, 2025.
The association noted that negotiations on these issues date back to 2019, with two Memoranda of Understanding (MOUs) signed but yet to be honoured. The intended industrial action was intended to compel the government to address these longstanding grievances.
However, the NLC said in a statement on Thursday that CLOGSAG’s strike declaration violates the Labour Act, 2003 (Act 651). Sections 159 and 160 of the Act require that any party intending to strike must serve a minimum of seven days’ notice to both the opposing party and the Commission before taking industrial action. The Commission noted that CLOGSAG failed to meet these legal requirements, rendering the planned strike illegal.
The NLC has summoned representatives of CLOGSAG and relevant government authorities to appear before the Commission on Wednesday, March 11, 2026, at 2:00 pm. The Commission stressed its commitment to ensuring a peaceful and harmonious industrial relations environment in the country.
