The Government through the Minister of Power said AMERI is paying for civil works. ACEP's research has revealed that Government paid for the civil works from oil money this year. See attached Government Report on Petroleum Revenues 2015, page 34, under Energy Infrastructure, Line 5 for this expenditure item.
