A delegation from the Uganda Revenue Authority (URA), accompanied by the Petroleum Commission of Ghana (PC), has visited the Tema Oil Refinery (TOR) to gain insights into Ghana’s crude oil refining operations as Uganda advances plans to establish its own refinery.
The visit, which took place on October 21, 2026, formed part of an information exchange programme in Ghana aimed at promoting knowledge-sharing and institutional collaboration.
The delegation was received by TOR’s Managing Director, Mr. Edmond Kombat, Esq., and Deputy Managing Director, Alhaji Mustapha Batalima Abubakar, who shared insights into the refinery’s operations and business activities.
As part of the engagement, TOR’s technical team delivered a briefing on the refining process, explaining the various stages through which crude oil is processed into finished petroleum products.
The presentation provided the visiting officials with an opportunity to understand the technical processes involved in refining crude oil, with particular emphasis on the experiences and operational knowledge gained by Ghana’s refinery over the years.
Head of the URA delegation, Mr. Arthur Musinguci, said the visit would help the team gain a deeper understanding of the different stages of crude oil refining, particularly the processing of locally produced crude oil.
He noted that the delegation was keen to learn from TOR’s experience as Uganda progresses with its plans to construct a refinery.
The engagement also provided a platform for the delegation to exchange ideas with TOR’s leadership on refinery operations and the practical considerations involved in developing domestic refining capacity.
The visit underscores the importance of knowledge-sharing and cooperation among African institutions as countries explore opportunities to strengthen their petroleum industries and build local capacity.
For Uganda, the insights gained from TOR could contribute to its ongoing efforts to develop refining infrastructure, while the engagement offers an opportunity to deepen professional exchanges between Ghanaian and Ugandan institutions.
The visit further highlights TOR’s role as a source of practical experience in crude oil refining, offering valuable lessons to African countries seeking to develop their own petroleum processing capabilities.
