Afua Hesse Sacks Workers Barely 48 Hrs. In Ofiice
10 JAN 2013 LISTEN

The Acting Chief Executive Officer (CEO) of Korle-Bu Teaching hospital, Prof. Afua Hesse has begun witch hunting members of Korle-Bu Staff, for standing against the illegalities that she, Eddie Annan and other Korle-bu Board members are engaged in.

Braely twenty four (24) hours into office, she has begun showing off her powers, abusing it whilst it last. The latest IGF Staff to fall victim to her vindictive action is one Anthony Kpamah.

Information gathered by this reporter indicates that Anthony Kpamah who is a staff of the hospital is also the President of the Concern Workers Association and has been one of the advocates for good and legal administering of the hospital.

But his position seems to be seriously against what the Korle-Bu 'Cartel's' interest lies and hence has fallen as prey to Afua Hesse and Eddie Annan who are vehemently looking for avenues to get at the outspoken personality.

The interesting thing is that, Mr Kpamah has received a letter suspending him before receiving another letter signed on the same day, inviting him before a disciplinary committee.

Even though the so-called Korle-Bu Workers' Union has gone to sleep whilst all the illegalities, abuse of office, victimization, flouting of laid down administrative procedures with impunity are going on, Anthony Kpamah has taken it upon himself to speak out and see to it that the hospital, which was once revered for what it stood for, regains its image.

One cannot run away from the fact that the Korle-Bu Teaching hospital has falling in image and standard because of the administrative lapses Prof. Otu Nartey, Afua Hesse, Eddie Annan and the former Board Chairman Prof. Seth Aryeetey created just to favour their own whims and caprices.

It is however unimaginable that, the first thing Afua Hesse could do in office as the Acting CEO is to effect dismissals of workers.

A letter in the possession of The Moment and The Accra Times written and signed by Prof Afua Hesse indicates that Anthony Kpamah has been given an indefinite suspension for speaking to the media on the current administrative lapses at the hospital and how Eddie Annan has grossly led the hospital into an abyss.

According to Prof Hesse, Mr. Kpamah must go on an indefinite suspension without salary, claiming that his conduct has brought the name of Eddie Anna into disrepute.

Anthony Kpamah in his recent Press conference exposed certain issues some of which bothered on the appointment of the new Director of Administration by the Board Chairman and also the appointment of Godfred Ahianyo who is a serving board member onto a committee.

Kpamah's position was that the appointment of Godfred Ahianyo is a clear case of conflict of interest because Godfried Ahianyo is being employed to take monthly income from the hospital either than that of Board sitting allowances.

He also explained that, Godfried is to enjoy free duty post vehicle, free duty post accommodation and free telephone calls as prescribe for a senior officer in the hospital for serving as a chairman of a Board Committee and draw monthly remuneration which is equivalent to that of a Director in the Hospital.

He believes that all these funds are to be paid out IGF moneys that are to be applied directly on the care of the patients.

Kpamah also waded into facts that the Ministry of Finance has instructed hospitals to desist from paying personal emolument from IGF. This instruction is being defied by Eddie Annan and his Korle Bu Board and gone ahead to appoint Godfried to be paid from IGF. This Eddie Anan committed hospital funds to without informing the Minister of Health.

Godfried has been tasked by Eddie Annan to chair a 3-man committee to audit various processes at the Directorates and the sub BMC's in the hospital for a so called efficiency, without terms of reference.

Eddie Anan just hand-picked him without any advertisement and interview or submission of a proposal from Godfried before he was assigned. No criteria whatsoever were followed before Godfied was given this assignment.

The MOH has an establish management system, an organogram for hospitals including teaching hospitals, job descriptions for each directorate and channels of communications for officers in the health care system.

Secondly, various management consultants have prepared a number of papers for Korle Bu for reasons that Godfried has been engaged wrongfully to do.

He called for an audit of the system. Every staff in Korle Bu knows the system that works, since they have experience it in the past, he said.

“The current appointment of Godfied Ahianyo by Eddie Anan is bogus and dubious and should be stopped immediately since the manner it is being handled by Eddie Annan is also administrative calamity. This unacceptable act by Eddie Annan is just one out of several yet to be revealed.

On the issue of the new Director of Administration, Mr Kpamah believed that Eddie Annan has acted against the law and for that matter the new Director must not be allowed to work, considering the fact that there are issues in court.

These issues are what Professor Hesse believed are destroying the image of the hospital and hence called for the suspension of Mr Kpamah.

However, speaking to other members of the Concern Workers Association, they averred that the Union's position on the matter does not hold water. According to them, as a Union they must serve as a check on management and not to condone with the illegalities at the hospital.

They believed that as an association, they owe it a duty to mother Ghana to expose any form of ill that will destroy the hospital.
