Information available to the paper indicates that some national executives of the NYEP are not happy with the new payment system, reportedly introduced by the Ministry of Youth and Sports, without the approval of the body saddled with the responsibility to run the affairs of the programme.

A reliable source at the national headquarters hinted the paper that coordinators throughout the ten regions of Ghana have been complaining about the new payment system that gives direct cash to beneficiaries, without passing through the normal banking arrangement.

The system, dubbed 'Better Ghana Pay All' or 'The Desktop Payment System,' is said to have started ten days ago, where direct cash payments are made to beneficiaries of the programme, rather than the previous system, where recipients were taking their monthly earnings from the bank.

The source indicated that since the programme began ten days ago, they had been bombarded with calls from regional and district coordinators, who are equally worried about the new development.

The source, which pleaded anonymity, said the system had crippled the works of the national, regional and district offices of the programme, since most of them feel insulted that such a policy is running without their consent.

According to information, about 200 staff of the programme from both the Eastern and Western regions stormed the national office on Monday, to seek clarification on the new system, only to be told that the national office itself was not aware of the implementation of the scheme.

Aside the fact that new system was being run without the knowledge of the national body, the scheme, according to the source, is a recipe for corruption and financial misappropriations.

He noted that the fact that beneficiaries could no longer access their salaries from the banks, but would have to be paid through certain individuals, casts serious doubts on the credibility of the system to give beneficiaries what is due them.

The national headquarters of the NYEP, however, is blaming the Ministry of Youth and Sports for the anomaly, and warned that unless something was done immediately to reverse the system, it could cripple the programme.

Quite recently, there have been newspaper reports that monies meant for the payment of monthly earnings of some beneficiaries of the programme in the Greater Accra Region had found its way into the bedroom of an individual, who was said to be paying recipients from his house.
