With the opening only six days away, the global climate calendar turns to the Mediterranean coast. COP31 runs from 9 to 20 November 2026 in Antalya, with Türkiye as host and Australia chairing the negotiations after a compromise.
This is the first time the presidency has been split in two: Türkiye handles logistics and the Action Agenda, while Australia presides over the negotiations.
A new leadership model
Türkiye's environment minister, Murat Kurum, was named conference president, and Climate Home News reported that Australia's Chris Bowen will serve as President of Negotiations.
The arrangement also places the Pacific, the region most exposed to rising seas, closer to the centre of the talks. Pre-COP meetings were scheduled in Fiji and Tuvalu in early October.
What is on the table
The conference builds on COP30 in Belém. The focus is on implementing global climate goals, strengthening national climate plans (NDCs 3.0), and financing for mitigation and adaptation. Other analysts list the Global Goal on Adaptation, just transition, and the COP30 presidency's roadmaps on moving away from fossil fuels and protecting forests among the key issues.
The leaders' moment
The Leaders' Summit is set for 11-12 November, earlier in the conference than usual, in a bid to build political momentum. Expect heads of state to arrive with pledges. The test is whether those pledges turn into money and binding implementation, rather than speeches.
Why Africa should care
Africa contributes little to global emissions yet bears some of the heaviest costs: floods, droughts, coastal erosion and strained food systems.
For West Africa, from Sahelian farmers to Gulf of Guinea coastal communities, adaptation finance is the real prize. The loss-and-damage promises of past summits remain largely unfulfilled. Africa's negotiators will push for grant-based, accessible funding, not loans that deepen debt.
COP32 in 2027 will be hosted by Ethiopia in Addis Ababa, which gives the continent added leverage in Antalya.
The bottom line
With countdown clocks ticking, the pressure is on a divided presidency to deliver. Success will not be measured by the number of delegates in Antalya but by whether vulnerable communities see finance reach them.
