Nearly Two Million Young Ghanaians Without Work or School: What the GSS Figures Say ‎

Feature Article Nearly Two Million Young Ghanaians Without Work or School: What the GSS Figures Say
MON, 02 NOV 2026

The Custodian front page of 2 November 2026 carries the headline "2 Million Ghanaian Youth Jobless - GSS." The figure comes from Ghana Statistical Service (GSS) data, but it measures something slightly different from unemployment, and the distinction matters.

According to the GSS, nearly two million young people aged 15 to 35 were classified as Not in Education, Employment or Training (NEET) as of the third quarter of 2025. That is about 19.5 per cent of the youth population.

The NEET group includes young people who are not actively looking for work, such as those caring for family, so it is wider than the official unemployed count. For the narrower 15 to 24 age group, 1.34 million young people are NEET, and applying the National Youth Policy definition up to age 35 raises the figure to 1.95 million.

The unemployment rate tells the same story. The GSS put youth unemployment at 21.9 per cent, nearly double the national average of 12.8 per cent, in a release for World Population Day 2026. The size of the youth population raises the stakes. People aged 15 to 35 account for 36.9 per cent of Ghana's projected population of 33.7 million.

The numbers have become political. In Parliament, Minority MP Kojo Oppong Nkrumah argued that youth unemployment is worsening and that current interventions are failing to keep pace. He also acknowledged that successive governments, including the previous NPP administration, have been unable to fully resolve the problem.

The government points to progress on the overall rate. Youth Development Minister George Opare-Addo said the fall in overall unemployment shows policies are working, but that it has not produced a matching fall in youth unemployment, which he linked largely to Ghana's growing young population.

The GSS itself says the gap between school and work needs attention. It argues that strategic investments are needed to bridge the gap between education and employment while creating decent jobs. The warning is serious for a country with a young population.

Without jobs, that population becomes a source of strain on the economy and social stability instead of a demographic dividend.
