Another Ukrainian Held in Germany: Berlin's Spy Hunt Widens

Another Ukrainian Held in Germany: Berlins Spy Hunt Widens

Germany is again confronting a question it has faced since 2022: how many people are quietly working for Moscow on its soil, and who are they?

German police said a 33-year-old Ukrainian national was arrested on 2 August in Thuringia on suspicion of filming a Bavarian arms manufacturer to prepare acts of sabotage.

Police say he is suspected of acting as a "low-level agent" for a foreign intelligence service, and that he took images of the company in June and offered them to his handlers. He is in custody awaiting trial.

Authorities have not said who was behind the plot. Prosecutors did not name the company or give other operational details, citing the ongoing inquiry. Russia is the obvious suspect, but the public record does not yet prove it.

The "low-level agent" label shows how these operations work. Such agents are often recruited through social media for relatively simple tasks, and agent activity and the sabotage threat in Germany have risen significantly since the war began. Recruits do not need training or access, only a phone and a willingness to be paid.

The case is part of a pattern. In January, a dual Ukrainian-German citizen was arrested on suspicion of giving Russian military intelligence information about Western military aid to Ukraine. In March, two men were detained in Rheine, Germany, and in Elda, Spain, for allegedly spying on a man delivering drones from Germany to Ukraine.

Shortly afterwards, a man was arrested in Hagen on suspicion of spying for Russia on a former fighter in the Ukrainian armed forces. In September, federal prosecutors charged a 57-year-old Berlin businesswoman with German and Ukrainian citizenship, accused of using her contacts in political and military circles to help a Russian intelligence officer obtain information on Germany's defence policy.

The nationality in these cases needs careful reading. Germany hosts a large Ukrainian community, most of them refugees. A handful of arrests must not tarnish them, and several suspects hold dual nationality or live in Germany for years. Ukrainians living in Germany are also targets. The March Hagen case involved spying on a Ukrainian ex-fighter, and the drone-supplier case involved someone helping Ukraine's army.

There is a wider story here for readers in Ghana and across West Africa, where Russian information and influence operations are an active concern. The same playbook, cheap local recruits, social media recruitment and deniability, travels well. Germany is a major supplier of military aid to Ukraine and a key logistical hub for NATO forces in Europe, which makes it a prime target. Berlin has recently approved a reform giving its intelligence services broader powers.

The courts will decide each case. What the arrests show is that the contest between Russia and the West is also fought through hired watchers, small payments and photographs sent to handlers.
