
President John Dramani Mahama and Egyptian President Abdel Fattah el-Sisi have agreed to deepen cooperation in defence, pharmaceuticals, trade and infrastructure, according to a statement from Ghana's Presidency dated 5 October .
The talks were held on the sidelines of the 8th African Union Mid-Year Coordination Summit and the inaugural Alamein Africa Forum in Egypt. They made the front page of Wednesday's Daily Post.
History as the starting point
The two leaders opened by recalling the pan-African vision of Ghana's first President, Dr Kwame Nkrumah, and Egypt's former President, Gamal Abdel Nasser. Mr Mahama thanked Egypt for backing Ghana's reparations resolution at the United Nations and asked Cairo to keep that support as the diplomatic process continues. Words about shared history are easy. What counts is the concrete cooperation that follows.
What was discussed
Defence and security. Mr Mahama said Ghana wants stronger cooperation with Egypt in intelligence sharing, training and capacity building, and counter-terrorism, and described Egypt's defence industry as a model to learn from.
The Presidency's statement also said the talks addressed support for the Sahel–Gulf of Guinea Accord.
Pharmaceuticals. Ghana and Egypt are looking at simplifying the registration of Egyptian medicines in Ghana, with the aim of improving access to healthcare and encouraging investment.
Infrastructure and housing. Mr Mahama expressed interest in learning from Egypt's experience in delivering large projects, notably its New Administrative Capital, as Ghana considers plans for a new capital city. The discussions also covered social housing.
Why it matters
Security is the most urgent strand. The Sahel's instability has moved toward Ghana's northern border and coastal West Africa, and Ghana has been widening its partnerships, as seen in recent defence talks with France and Germany. Egypt has a large military, a developed defence industry and long counter-terrorism experience. Intelligence sharing and training are practical areas where both sides could benefit.
Pharmaceuticals could be the most tangible for ordinary people. Faster registration may widen the range of medicines available and bring competition, which can help lower prices. It also raises a regulatory question for Ghana's Food and Drugs Authority, which must balance speed with quality assurance, and a policy question about whether imports will complement or undercut local manufacturing.
The capital-city idea is the most ambitious, and the one needing the most caution. Egypt's New Administrative Capital is a very large project, and Ghana's own plans for a new capital are at an early stage according to the reports I found. Any lessons drawn should include the costs, financing arrangements and the local benefits, not only the architecture.
A note of realism
The reports describe agreements to "deepen" and "explore" cooperation. I found no signed contracts, figures or timelines. Such talks often take time to produce results, and Ghana will want a clear agenda.
Questions worth asking include:
Which specific defence and security agreements will follow, and what will they cost?
How will medicine registration be fast-tracked without lowering safeguards?
What does Ghana want to learn from Egypt's capital project, and who would finance Ghana's version?
How does this fit with Ghana's other partnerships, including its recent announcement that it will apply to join BRICS, of which Egypt is a member?
On the last point, Egypt's membership of BRICS gives the two countries an additional point of contact as Accra pursues its application.
