Finance Minister Dr Cassiel Ato Forson has attributed Ghana's ongoing economic recovery to what he described as superior economic management by the Mahama administration rather than external interventions alone.
Presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, July 23, the Minister argued that the country's improved macroeconomic performance was driven by deliberate policy reforms, fiscal discipline and effective implementation.
He stated that even though debt restructuring and the International Monetary Fund (IMF) programme created room for recovery, they could not replace sound economic leadership.
"Ghana's recovery is a result of superior economic management. Debt restructuring may create fiscal space, but it does not create fiscal discipline. An IMF programme may provide a framework, but it cannot substitute for sound policy, disciplined implementation, and political will," the Minister said.
Dr Ato Forson said the government's reforms since assuming office in January 2025 had strengthened public financial management, restored fiscal credibility, improved revenue mobilisation, reduced fiscal risks and reinforced macroeconomic stability.
According to him, the improvement in key macroeconomic indicators reflects the impact of those policy decisions rather than chance.
"The results speak for themselves. Every major macroeconomic indicator has improved significantly. These outcomes are not accidental; they are the product of reforms, discipline, and sound economic management," he noted.
The Finance Minister said Ghana's recovery had been anchored on three major policy reforms: fiscal correction, the modernisation of the country's tax regime, and a complementary fiscal policy aimed at controlling inflation and stabilising the exchange rate.
He added that the government's fiscal correction programme was designed to strengthen control over public finances, enforce expenditure discipline and place public debt on a sustainable path.
