The United Nations Secretary-General has approved the appointment of Brigadier General Carl Setorwu Modey, Deputy Commandant of the Ghana Armed Forces Command and Staff College, as the new Deputy Force Commander for the United Nations Mission in Liberia (UNMIL) to replace Major General Tahir Mohammed of Pakistan.

A release issued in Accra and signed by Lt. Col. M. Atintande for the Director of Public Relations, said Brig. Gen. Modey was commissioned into the Ghana Army Engineers Regiment on 21 July, 1973.

It said he had attended several local and overseas courses and held several important command and staff appointments, including Military Assistant to the Chief of Defence Staff and Assistant Commandant of the Ghana Armed Forces Command and Staff College (Junior Division).

Brig. Gen. Modey emerged as the Honour Graduate of Course 7 of the Ghana Armed Forces Command and Staff College, Teshie, from 1985 to 1986.

Consequently. he attended a comparative course at the United States Command and Staff College at Fort Leavenworth from 1987 to 1988.

He was the Best Allied Student at the Nigeria National Defence College, Abuja, in 2003 and holds two Master's degrees — Master of Military Arts and Science (MMAS) from the USA and Master of Science in Strategic Studies from the University of Ibadan, Nigeria.

He is also a graduate member of the Chartered Institute of Administration and Management Consultants and a member of the Chartered Institute of Arbitrators, UK (Ghana Branch).

He served as the Western Sector Brigade Commander and the Ghanaian Contingent Commander with the UN Mission (MONUC) in the Democratic Republic of Congo (DRC) from January 2006 to January 2007.

He has been granted the rank of Major General for the position. In a related development, three Ghanaian army officers have been seconded to the Armed Forces of Liberia to assist in their training programme.

Lieutenant Colonel Samuel Kofi Adorkor is to be the Commanding Officer of the 1st Infantry Battalion of the Armed Forces of Liberia.

Major Jacob Bobinnubo Kpierele would also be the S3 Operations Officer and Major Emmanuel Larbi Sarpong Gyadu, a Company Commander, both of the same battalion.

Lt. Col. Adorkor has served with the UN missions in Lebanon, Rwanda, former Yugoslavia, Sierra Leone and La Cote d'Ivoire.

Until his secondment, he was the Deputy Director of Army Peacekeeping Operations at the Army Headquarters. Both Majors Gyadu and Kpierele have also served with some UN missions.

The secondment of the three officers was arranged under a Memorandum of Understanding (MOU) between the Ministries of Defence of the two countries.

All the officers have since left for Liberia.
