Parliament’s Public Accounts Committee (PAC) has directed the Ministry of Health to facilitate the appearance of a Senior Medical Officer, Dr Mockshell Esinam Sunu, before the Committee over an alleged GH¢341,229 salary payment made to her while she was on approved study leave.
Dr Sunu, who served at the Takoradi Hospital, is alleged to have continued receiving her salary from September 2023 to August 2025 despite not travelling to Germany to undertake the study programme for which her leave was granted.
The Committee wants Dr Sunu to explain why the payments continued and why the relevant authorities were not informed after she failed to proceed with the programme.
PAC Chairperson Abena Osei-Asare, speaking on Thursday, October 8, 2026, questioned how the salary payments could have continued without the issue being detected by those responsible for validating payroll records.
“So many times if you look at this, somebody validated them and then the validator is sitting down there,” she said.
She subsequently directed the Ministry of Health to work with the Ghana Medical Association (GMA) to ensure that Dr Sunu appears before the Committee.
“We want to have the doctor right here sitting here to explain to us why he told the facility she was going away to study, only for her to be away for how long and still be in this country, taking a salary without doing the needful,” she said.
Ms Osei-Asare also questioned why the doctor did not take steps to stop the payments or notify the appropriate authorities once it became clear that she would not be travelling to Germany.
“Minister, we are also asking you to help us here to bring the doctor here to come and answer to us why that happened, and when she knew she wasn’t going to go, she should have stopped or asked the people to stop the payment of her salary,” she said.
The PAC is expected to question Dr Sunu on the circumstances surrounding the payments and determine how the alleged financial irregularity occurred, including whether responsibility should be assigned to officials who validated the payments.
