Know the Law Before the Cameras Do: What Ghanas TRAFFITECH-GH Means for Every Road User

From 1 November, Ghana's roads will be watched by cameras. The Police Service has completed major preparations for TRAFFITECH-GH, its nationwide automated traffic enforcement system, with speeding the first offence targeted, Daily Graphic reports. The rollout was pushed back from 1 October to allow more public education, so motorists have a month to learn the rules.

How it works. The system uses cameras and sensors to automatically photograph or film vehicles that break traffic rules, such as speeding and running a red light. Police will use fixed, mobile and laser speed-measurement devices.

Offenders will receive an Electronic Notice of Violation (ENV), served by SMS. That means fewer face-to-face encounters between motorists and officers, which police say improves transparency.

Beyond speeding. Other offences to be enforced include expired roadworthiness certificates, wrongful overtaking, not wearing a seatbelt, an expired licence, driving an uninsured vehicle and misuse of sirens. Drivers should check their documents now, not after a notice arrives.

The penalties. Automated fines are based on penalty units valued at GH¢12 each, starting at GH¢120 for early offences and rising to GH¢180 and GH¢240 for the fourth and fifth. Speeding fines run from GH¢120 to GH¢300, with possible imprisonment of up to 30 days. Police officials have also said repeat violations within two years will attract progressively higher fines, and persistent offenders may be referred to court.

Deadlines matter. An ENV must be paid or contested within 14 days, and unpaid fines attract an extra 1% a day after the deadline. Fines are paid only through www.ghana.gov.gh. Motorists should ignore anyone offering to "settle" a notice by other means.

Who is covered. According to the Police Service's FAQ, the system applies to Ghanaian-licensed drivers and locally registered vehicles, not foreign or ECOWAS plates. Vehicle owners should keep their contact details up to date so notices reach them.

The takeaway. The law hasn't changed, but the enforcement has. Speed limits, seatbelt rules and licence and insurance requirements now come with a camera behind them, so the month before 1 November is the time to check documents, slow down and learn how to contest a notice.
