‎NDLEA Arrests Mexican Meth Kingpin, Exposes Cross-Border Drug Lab Network in Nigeria

The National Drug Law Enforcement Agency (NDLEA) has arrested Arturo Carrera Loaiza, a Mexican national identified as a key kingpin behind a transnational methamphetamine network operating clandestine laboratories across Nigeria, while he attempted to flee the country through the Lagos airport.

The Arrest
Loaiza was arrested on August 19, 2026, as NDLEA operatives tracked him down attempting to leave Nigeria through Murtala Muhammed International Airport (MMIA), Lagos. During interrogation, he denied involvement in methamphetamine production and claimed he had been invited to Nigeria by a Nigerian contact identified only as "Henry," under the guise of a restaurant business venture.

NDLEA Chairman/Chief Executive Officer Brig. Gen. Mohamed Buba Marwa (Rtd.), speaking through the agency's Director of Media and Advocacy, Femi Babafemi, disclosed the arrest and related developments at a Lagos briefing on Tuesday, September 15, 2026.

How the Network Was Uncovered
The arrest was the product of a monthslong investigation tracing back through a chain of lab discoveries:

May 16, 2026 NDLEA operatives arrested three Mexican nationals and seven Nigerian collaborators at an industrial-scale meth lab hidden in a forest hideout in Ogun State.

June 17, 2026 A second Mexican national, 56-year-old Jose Villa Ochoa, was arrested along with four Nigerian collaborators at a clandestine lab in Tapa village, Ibarapa North LGA, Oyo State. Ochoa identified Loaiza via a photograph obtained through international cooperation as the man who had recruited him and brought him into Nigeria.

Intelligence further showed Loaiza had entered Nigeria on June 10, 2026, alongside another Mexican national, Jose Ceballos Perez.

The Ebonyi Lab and Surveillance Trail
Investigations tied to the Oyo arrest led operatives to an industrial-scale methamphetamine laboratory at Isiata Ugoni Okposi, Ohaozara LGA, Ebonyi State the third such Mexican-linked lab discovered in four months. Forensic review of surveillance footage showed a foreign national in a blue laboratory coat on the premises, matching Loaiza's image, alongside repeated appearances by a Nigerian suspect, John Samuel Ivo Okike, allegedly directing the operation.

Footage from August 21 reportedly captured the movement of chemicals and equipment off the property; NDLEA traced the relocated materials to a house allegedly kept by one Nwanja Obasi.

The Ebonyi raid yielded 442.8kg of acetone, 37.1kg of toluene, 31.5kg of hydrochloric acid, 200kg of P2B precursor, a dehydrator with methamphetamine residue, and a lab coat matching the one linked to Loaiza.

Broader Pattern
The case follows a Federal High Court in Lagos remanding an earlier drug kingpin along with three Mexican nationals and six Nigerians in July over a related Ogun State lab, which NDLEA alleges produced roughly 2,419.48kg of methamphetamine worth over ₦480 billion on the international market.

Official Response
Marwa described the pattern as evidence of international cartels attempting to relocate production into Nigeria's forests and rural communities. "Nigeria will not be allowed to become a haven for transnational drug cartels seeking to relocate their laboratories from other jurisdictions into our forests and rural communities," he said, vowing to pursue the network's financiers and local enablers.
