President John Dramani Mahama has disclosed that State-Owned Enterprises (SOEs) in Ghana held total assets worth GH¢407.85 billion as of December 2025, underscoring the enormous financial footprint of state-owned businesses in the economy.
Despite the value of their assets, the enterprises had accumulated liabilities of approximately GH¢282 billion during the same period, raising concerns about the financial health and sustainability of some public entities.
President Mahama disclosed the figures on Thursday, September 10, 2026, when he addressed the SIGA Governing Boards and CEOs Conference 2026.
He said Majority Venture Companies also held assets valued at GH¢96.69 billion, against liabilities of GH¢82.7 billion.
According to the President, the financial position of Other State Entities was more concerning, with assets estimated at GH¢341.6 billion but liabilities reaching GH¢382.75 billion.
This, he noted, meant that the liabilities of the entities exceeded their assets by more than GH¢41 billion, a situation compounded by an aggregate deficit of GH¢10.48 billion.
President Mahama consequently urged the boards of the affected entities, sector ministries, the State Interests and Governance Authority (SIGA) and the Ministry of Finance to take urgent steps to address the situation.
“At the end of 2025, state-owned enterprises held aggregate assets of GH¢407.85 billion and liabilities of approximately GH¢282 billion. Majority venture companies held assets of GH¢96.69 billion and liabilities of GH¢82.7 billion. Other state entities held assets of approximately GH¢341.6 billion but liabilities of GH¢382.75 billion.
“This means their liabilities therefore exceeded their assets by more than GH¢41 billion. Combined with their aggregate deficit of GH¢10.48 billion, this demands urgent attention from the boards of these enterprises, from the sector ministries, SIGA and the Ministry of Finance.”
