Ghana Maritime Authority official named in allegations over Spintex land dispute

A senior official of the Ghana Maritime Authority (GMA), Mr. Mubarick Masawudu, has been named in allegations of interference in a land dispute before the High Court in Accra.

The dispute concerns a parcel of land at Spintex and is the subject of an injunction application in Suit No. LD/0516/2026.

The case involves Artin Kassardjian and Haykouhi Kassardjian as applicants, with Abdul Razak, Amos Sowah Pablo Annan and another party named as respondents.

According to information available to this portal, Mr Masawudu is alleged to have visited the disputed property and supported one of the factions involved in the dispute.

It is also alleged that persons described as land guards were involved in efforts to take control of or maintain occupation of the property.

A certified order issued by the High Court, Land Division Eleven, Accra, on August 27, 2026, authorised substituted service of the injunction application and originating motion on the respondents.

The order directed that copies of the court documents be posted at the Land Division of the Law Court Complex and on the disputed property at Spintex for 21 days.

Documents from the Lands Commission also provide records of dealings involving the property.

An Official Certificate of Result of Search issued on July 22, 2026, records a lease dated December 7, 2017, from Nuumo Adjei Kwanko II to Samuel Kofi Diame.

It also records a July 9, 2018 judgment in favour of Mr Diame under Suit No. LD/0424/2017.

Further entries refer to plotted activity for Joemat Real Estate Development Limited, with Mr Diame identified as grantor.

A Land Certificate issued to Joemat Real Estate Development Limited identifies the company as the registered tenant or lessee for the unexpired portion of a 99-year lease commencing December 7, 2007.

The property covers approximately 24.42 hectares, or 60.33 acres, at Spintex in the Greater Accra Region.

It is identified as Parcel No. 7359, Block 2, Section 097, and is shown on Registry Map No. 002/097/1992.

The documents are expected to form part of the issues before the court as it determines the respective interests of the parties in the property.

There are also allegations about activities at the site.

Mr Masawudu is alleged to have visited the property in circumstances involving persons described as land guards. It is further alleged that police officers were present but activities at the site continued after they left.

These allegations have not been established by the court.

Photographs supplied in connection with the dispute show construction work at the property, including block work, reinforced concrete columns and structures at various stages of development.

The case is, therefore, before the High Court, which will determine the respective legal interests in the property and any issues arising from the alleged activities at the site.

There is no response from Mr Masawudu on the allegations, including whether he has any interest in the property or was involved in activities at the site, as of press time.
