President John Dramani Mahama has expressed concern over poor compliance with key governance and accountability requirements among public entities, revealing that only 72 out of 148 Chief Executive Officers (CEOs) expected to sign performance contracts have done so since his administration assumed office.

The President said while some progress had been made in improving the governance and management of public entities, several institutions continued to fall short of important statutory and administrative requirements.

He identified gaps in the submission of audited financial statements, performance contracts, quarterly reports, annual general meetings and employment data as some of the areas where compliance remained unsatisfactory.

President Mahama disclosed on Thursday, September 10, 2026, when he addressed the 2026 SIGA Governing Boards and CEOs Conference.

He cautioned that the improvements recorded in the governance of public entities should not be mistaken for a complete resolution of the challenges confronting the sector.

“We must not confuse improvement with complete success. Only 61 entities submitted their audited financial statements by the statutory deadline of April 30. A significant number of entities either submitted after the deadline or still relied on management and draft accounts.

“In addition, only 72 of the 148 entities expected to sign performance contracts had done so, and only 71 had submitted quarterly reports, and just 37 of the 177 entities expected to hold annual general meetings or annual stakeholder meetings had complied.

“Employment data submissions also declined from 142 entities in 2024 to 137 in 2025 and these compliance gaps are unacceptable,” he said.
