Nigeria's Ghost Agency Scandal Deepens: ICPC Uncovers Two More Fake Councils Linked to PFIPC Fraud

Nigeria's anti-corruption watchdog has widened the net around one of the country's most brazen impersonation scandals in recent memory, revealing that the fraud behind the fake Presidential Foreign Intervention Promotion Council (PFIPC) extended into at least two additional fictitious government bodies.

The core finding
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) confirmed that Adeniyi Matthew Adeyemi, who styled himself Director-General of PFIPC, was never appointed to any position by the Federal Government, and that PFIPC itself had no legal foundation, having been established neither by statute nor by executive order .

ICPC Chairman Dr Musa Adamu Aliyu, SAN, disclosed the findings while briefing State House correspondents in Abuja after submitting the commission's interim report to President Bola Tinubu delivered within the 30-day window the president had ordered on July 7.

Forged documents, hijacked offices
Investigators found that the appointment letter used by Adeyemi was forged, while the fake PFIPC unlawfully took over the offices and official instruments previously used by the defunct Presidential Economic Advisory Council (PEAC) . Aliyu explained that the syndicate operated out of the former PEAC office, exploiting gaps in verification procedures and coordination among government agencies to impersonate a legitimate federal institution.

Two more fake agencies exposed
Beyond PFIPC, the commission uncovered two further fictitious bodies allegedly set up by Adeyemi to expand the scheme variously reported as the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency (with some outlets citing a linked "Public Private Partnership" arm). According to the ICPC chairman, these agencies were created using forged legislative instruments and were used to open bank accounts for illegal activities.

Name change, expanded ambitions
The probe also found that Adeyemi had rebranded the outfit, changing the name of the fake agency from Foreign Investment Promotion Council to Foreign Intervention Promotion Council and attempting to expand its mandate to include revenue generation .

State House and Central Bank cleared
Notably, the ICPC said its investigation found no evidence that public funds were diverted through official channels. Aliyu stated that no funds were approved or disbursed for the fake PFIPC/PEAC, and there were no weaknesses in the State House or CBN system. Even so, the commission acknowledged that the scheme thrived on lapses in inter-agency oversight and administrative controls, aided by suspected negligence or connivance among some public officials.

Recommendations
The interim report recommended prosecuting Adeyemi, imposing administrative sanctions on public officers found to have facilitated the illegal operations, and instituting reforms to strengthen internal verification controls across ministries, departments and agencies.

Background
The scandal first drew presidential attention after revelations that Adeyemi had linked the fake agency to the president's chief of staff, and that the 2026 Appropriation Act allocated ₦1.302 billion to the PFIPC despite the Presidency's position that the council was non-existent. President Tinubu ordered the ICPC probe on July 7; the commission's interim findings were submitted exactly a month later.
