Ghana positions itself as a hub for global and African languages

Ghana is steadily building a case for itself as a continental hub for language learning, research and technology, through a cluster of initiatives spanning artificial intelligence, education policy and international conferences that have converged over the past year.

A 65-year foundation
The groundwork is not new. The Ghana Institute of Languages, established in Accra in 1961 under Ghana's first president, Dr Kwame Nkrumah, already teaches English, French, German, Arabic, Spanish, Portuguese and Russian, with campuses in Accra, Kumasi and Tamale and a stated mission of using language study to strengthen Pan-Africanism and international relations.

The University of Ghana's School of Languages complements this with departments covering French, Arabic, Chinese, Russian, Spanish and Kiswahili, alongside cultural centers run in partnership with China's Confucius Institute, France's Maison Française and Spain's Casa Hispanica, making Legon one of the more linguistically diverse university campuses on the continent.

AI brings indigenous languages into the picture

The newer push is digital. Education Minister Haruna Iddrisu announced in January that Google is partnering with the University of Ghana and the Global Disability Innovation Hub to build speech-recognition and AI tools for Twi, Ewe and Dagbani, with Iddrisu pressing successfully for Hausa to be added given its wide use across Ghana and West Africa.

Google described the effort as part of a wider billion-dollar commitment to Africa's digital transformation, explicitly framing Ghana as a strategic hub in the continent's AI development.

That language-technology push sits alongside President John Mahama's June launch of Ghana's National AI Strategy, which called for artificial intelligence systems that understand local languages and reflect Ghanaian values rather than importing foreign-language defaults wholesale.

Policy shift toward mother-tongue instruction

On the education side, Iddrisu's October 2025 directive made mother-tongue instruction compulsory in public basic schools through grade six, extending Ghana's existing language-in-education policy. The move has divided experts, with proponents citing World Bank, UNICEF and UNESCO research showing mother-tongue education improves literacy outcomes and cognitive development, while critics worry about implementation capacity and its effect on English proficiency, which remains a stated national concern given that a large share of Ghanaian children still struggle with basic reading comprehension.

Accra as a continental convening point

Ghana's language ambitions extend beyond its own borders. The Bureau of Ghana Languages, under the Ministry of Tourism, Culture and Creative Arts, convened a national stakeholder dialogue in November calling for a coordinated national plan on multilingualism, with Minister Abla Dzifa Gomashie describing indigenous languages as central to identity, cohesion and development.

Accra was also chosen to host the onsite leg of the African Languages Conference in February, drawing policymakers, technologists and researchers from across the continent to debate language rights, digital innovation and the economics of African-language content, before the conference moved to global online sessions connecting the continent with its diaspora.

Why it matters for the region
Taken together, these strands, a decades-old institutional base in language teaching, a fresh AI partnership that explicitly includes Hausa, a mother-tongue education mandate, and a rotating continental conference now anchored in Accra, give Ghana a genuine claim to language-hub status at a moment when African governments are increasingly treating linguistic sovereignty as part of their broader push for technological and cultural self-determination, alongside the sovereignty debates playing out over minerals, security partnerships and media influence across the continent.
