The Bank of Ghana (BoG) is rolling out a major shift in Ghana’s financial inclusion agenda, repositioning the rural banking sector to confront one of the country’s biggest economic hurdles — the chronic lack of access to credit for traders, artisans, start‑ups and informal businesses, even in areas where banks are physically present.
Governor Dr. Johnson Asiama says the conversion of rural banks into community banks is designed to move Ghana beyond mere geographical access to banking and ensure that community‑based financial institutions can finally lend to the millions who remain excluded from formal credit.
Speaking at the 50th anniversary celebration of rural banking in Ghana, Dr. Asiama noted that financial exclusion has evolved: “There are households in Accra that can see a bank tower from their front door, but they have never had a loan from it. Access is not the same as service.”
He argued that national financing policies often benefit only the largest institutions, leaving small businesses stranded at the margins of the financial system.
Despite the rise of mobile money and digital financial services, he said access alone is not enough if entrepreneurs cannot secure financing to grow. Many traders, artisans and young business owners continue to struggle for loans even in major cities dominated by commercial banks.
A New Mandate for Community Banks
To close the financing gap, the BoG is expanding the mandate of community banks, allowing them to be established wherever underserved businesses exist — rural or urban.
Dr. Asiama said Ghanaians should expect to see institutions such as the East Lagoon Community Bank, Cantonments Community Bank and Airport Hills Community Bank emerging to serve local traders, artisans and start‑ups who are overlooked by mainstream banks.
“East Lagoon is not short of bank branches. It is short of banks that will lend to the woman who trades there, the carpenter who works there, and the young business that has just opened its doors,” he said.
50 Years of Rural Banking — A Sector at a Turning Point
The reforms come as Ghana’s rural banking industry marks a major milestone. Fifty years after the establishment of Nyakrom Rural Bank, the sector has grown into a GH¢26 billion industry serving more than eight million customers through 147 licensed rural and community banks operating over 1,000 branches nationwide.
Over the decades, rural and community banks have become vital sources of financing for agriculture, MSMEs and local economic development, extending formal financial services to underserved communities.
A Digital Future for Community Banking
Deputy Finance Minister Thomas Ampem Nyarko described the transition to community banking as a strategic response to Ghana’s evolving economy, not a mere rebranding exercise.
He said community banks must transform into digitally enabled development institutions that finance businesses, promote financial literacy and support innovation and entrepreneurship.
“The community bank of the future must be more than a lender. It must be a trusted development partner, a digital financial service provider, a champion of financial literacy and a catalyst for agriculture and innovation,” he said.
Government, he added, will continue collaborating with the BoG, the Association of Rural Banks, ARB Apex Bank and other stakeholders to build resilient, technology‑driven community banks capable of supporting inclusive economic growth.
A New Phase in Ghana’s Financial Inclusion Journey
Access to affordable credit remains one of the biggest constraints facing Ghana’s informal economy, which employs the majority of the population. The BoG’s community banking reform aims to shift financial inclusion beyond account ownership to expanding productive credit for traders, artisans, farmers and micro‑enterprises — an intervention expected to boost entrepreneurship, job creation and local economic development.
