Parliament has passed the University of Engineering and Agricultural Sciences Bill, 2025, clearing the path for the establishment of a new public university and outlining its governance and management framework.
The legislation, which provides for the structure, administration, and operations of the institution, was laid before Parliament on February 17, 2026 by John Abdulai Jinapor on behalf of Haruna Iddrisu, in line with parliamentary procedure. It was subsequently referred to the Committee on Education for scrutiny.
As part of its review, the Committee engaged key stakeholders, including the Minister for Education, the Deputy Minister Clement Apaak, as well as officials from the Ministry of Education and the Office of the Attorney General.
The Bill establishes a comprehensive legal framework to guide the governance, management, and functioning of the university. It designates Bunsu in the Eastern Region as the main campus, with additional campuses to be located at Kenyasi in the Ashanti Region and Acherensua in the Ahafo Region.
The multi-campus structure is intended to decentralise tertiary education, expand access in underserved areas, stimulate local economies, and ease pressure on housing and social infrastructure in major urban centres.
In its report, the Education Committee described the Bill as both timely and necessary, noting that it introduces modern governance systems, strengthens institutional clarity, promotes academic freedom and inclusivity, and enhances transparency and financial accountability.
The Committee subsequently recommended that Parliament adopt its report and pass the Bill in accordance with Article 106 of the 1992 Constitution.
