The Civil and Local Government Staff Association of Ghana (CLOGSAG) has announced that it will proceed with its planned nationwide strike on Monday, March 9, 2026, defying a directive from the National Labour Commission (NLC) instructing the union to suspend the action.
The industrial action stems from long standing concerns over delays in implementing a new salary structure and improving the conditions of service for civil and local government workers. CLOGSAG has repeatedly accused the government of failing to fulfil agreements reached as far back as 2019, including two Memoranda of Understanding that are yet to be implemented. The proposed salary structure was originally expected to take effect on January 1, 2025.
The NLC earlier directed the association to withdraw the strike notice, stating that the declaration breached provisions of the Labour Act, 2003 (Act 651). According to the Commission, Sections 159 and 160 of the law require any party intending to embark on a strike to give seven days notice to both the opposing party and the Commission before taking action.
The Commission said CLOGSAG did not comply with these statutory requirements and therefore considers the intended strike unlawful. It has summoned representatives of the association and relevant government officials to appear before it on Wednesday, March 11, 2026, at 2:00 pm to address the dispute.
The NLC emphasised the need to maintain peaceful and orderly industrial relations and urged both sides to resolve the impasse through dialogue.
However, CLOGSAG has maintained that the strike will proceed as planned in order to compel the government to address its long outstanding demands.
Public Relations Officer of the association, Edmund Acquaye, confirmed the union’s position in an interview on the Channel One Newsroom.
“The strike is in full effect,” he said.
He further urged members across the country to comply fully with the directive.
“I am entreating all our members wherever they find themselves, right from the Ministries down to the MMDCEs, all agencies that our members find themselves, that come Monday, 9th March, 2026, they should all stay at home and not go to work. We are pressing home and demanding what belongs to us as civil servants.”
