Galamsey fight: ‘Contentious LI 2462 repealed, replaced by L.I. 2501’ — Ministry of Environment

The government has officially revoked the controversial Environmental Protection (Mining in Forest Reserves) Regulations, 2022 (L.I. 2462), which had allowed mining in protected forest areas despite strong public opposition.

The repeal, amended by L.I. 2501, comes after sustained pressure from civil society, environmentalists, and local communities demanding stricter protections for Ghana’s natural resources.

The new instrument took effect after the 21-day constitutional requirement for a Legislative Instrument to mature elapsed on Wednesday, December 10.

In a statement announcing the development, Acting Minister of Environment, Science and Technology, Emmanuel Armah-Kofi Buah, said the move reflects a commitment to safeguarding the environment for present and future generations.

“The revocation of the Environmental Protection (Mining in Forest Reserves) Regulations, 2022 (L.I. 2462 as amended by L.I. 2501), has matured into law, giving Ghana stronger protection for our land and water,” he said.

The minister also stressed the broader significance of the decision for communities and ecosystems across the country.

“Healthy forests bring rainfall, protect our farms, and give life to our communities. Clean rivers secure our drinking water and our future,” the minister said.

The L.I. 2462 had sparked widespread criticism for permitting mining in forest reserves, leading to protests and calls for stronger environmental laws and enforcement.

The Ministry has pledged disciplined implementation of the law and collaboration with citizens to ensure forests and rivers remain protected.
