The Cape Coast Municipality Accountant of the Ghana Education Service (GES) has been arrested, along with two others, for conspiracy to steal and stealing ¢17.8 million belonging to the state.
John Napoleon Tandoh, the accountant, Godwin Mankoe and Daniel Amoah Gyampoh, both officials of the Gomoa Rural Bank at Apam in the Central Region, have been remanded in custody.
Briefing the Daily Graphic yesterday, a source close to the security agencies said the beneficiary of the money, an ex-teacher, had ceased working with the GES for two years now.
It said Tandoh, however, continued to facilitate the payment of the teacher's salary into his account at the bank with the help of the two bank officials.
It said Gyampoh and Mankoe then alerted the teacher that some money had been paid into his account, which had remained dormant after the teacher resigned from the GES to take up an appointment elsewhere.
The source said the teacher was then informed that it was a deal they had worked out, for which reason they would take 50 per cent of the money.
It said the teacher feigned interest in the deal and alerted the Controller and Accountant-General, Mr Christian Sottie, about it.
According to the source, the teacher led security men to the bank last Friday where Gyampoh and Mankoe made the teacher to sign for ¢17.8 million but was given only ¢8.8 million.
It said the security men moved in to arrest the two bank officials, during which the balance was retrieved from them.
It said during interrogation, Gyampoh and Mankoe mentioned Tandoh as the person who worked out the deal and later led the security men to arrest him in Cape Coast.
