The Minister of Local Government, Decentralization and Rural Development, Hon. Martin Adjei-Mensah Korsah, has announced that the Institute of Local Government Studies (ILGS) will be transformed into a full-fledged university by the end of this year.
This decision forms part of the government's commitment to strengthening local governance and promoting sustainable development.
Speaking at the launch of the 2024 Nationwide Orientation and Training Programme for new Assembly Members of Metropolitan, Municipal, and District Assemblies (MMDAs) in Accra, the minister disclosed that the transformation would enhance the capacity and skills of local authorities, improving service delivery across the country.
The newly named University of Local Governance and Development will focus on producing specialized human resources for local governance.
"I have been leading a process, after the President's approval, to convert the Institute of Local Governance Studies into a full-fledged university. It will be the University of Local Governance and Development, specializing in local governance and its human resource needs. The aim is to enhance capacity and skills in the sector," Hon. Korsah explained.
The minister noted that the parliamentary process is nearly complete, with consultations ongoing. Once finalized, the transformation will become law.
"We hope that before Parliament rises, this process should have been concluded," he added.
Hon. Korsah revealed plans to introduce an electoral area fund for assembly members. This fund, similar to the MPs' common fund, would enable assembly members to address local issues more effectively. The government also plans to provide motorbikes and other logistics to improve mobility and accessibility for local authorities.
"Assembly members will have an electoral area fund to help tackle local problems, just as MPs have their common fund. The government is committed to this project, and motorbikes will also be provided to aid mobility within localities," he emphasised.
The orientation program aims to equip new assembly members with the necessary skills and knowledge to transition into their roles effectively and improve their engagement with communities, traditional authorities, and the private sector.
