Chief Justice (CJ) Gertrude Torkornoo has bemoaned the high cases of land litigation recorded at Kwabenya in the Ga East Municipality of the Greater Accra Region.

Justice Torkornoo was speaking at the inauguration of a new Kwabenya Circuit Court complex in the Dome Kwabenya Constituency in the Greater Accra Region on Friday, 28 July 2023.

The CJ noted the new Court House which is purpose-built is designed to respond to all the various needs for all justice delivery.

She noted that the old circuit court was housed in a rented property rented by the Ga East Municipal Assembly but it could no longer fully cater for the justice needs of the municipality forging the need for a new court complex.

Justice Torkornoo emphasised the need for Ghana, like all developing countries, to make law central to its development agenda reiterating that: “The law is an instrument for regulating human behaviour and punishing ill conduct. It is first and foremost a tool for dispute resolution and a tool for ensuring that differences in opinions and perspectives are resolved peacefully.

“The law is, therefore, a tool for peace, and peace is a necessity for prosperity. In fact, I was very pained to hear about all the land litigation, because I’m sure you know that this community is one of the most beautiful communities in our country, the hills, the trees, it is just so beautiful and calming. You can be sure that everybody wants to come here so we need to have a system that allows people to come live, conduct business without controversy and without dispute.”

She indicated that the survival of societies depends on the system of justice available for them as without justice there will be no peace and without peace there will be no prosperity while justice must be free from corruption and must be accessible to all citizens regardless of rank or social standing at the same time being physically within the reach of those who need it.

The CJ further indicated the judiciary has since independence strived to fulfill all of these conditions and keep up as well with population growth and physically.

On her part, Member of Parliament (MP) for Dome Kwabenya Adwoa Safo revealed the project commenced 3 years ago.

According to the MP, the new court will ensure the law and order needed in the constituency while the justice delivery system will improve and be well facilitated

The Kwabenya Circuit court project forms part of the nationwide construction of 100 court houses embarked on by the government in 2020 to improve judicial infrastructure.

The facility has adequate office space for various court functions, solar power, standby generator, washroom, electric fencing to boost security, dedicated space for court connected alternative dispute resolution, among others.
