Government Is The Major Contributing Factor To Unpaid Salaries And Arrears Saga

..... If you care to know, the government, CAGD, MOF, MOH, and Other Ministries with same challenges especially MOE know what they are doing. It is a planned idea and strategy to play delay tactics and refuse payment of salaries and arrears to reserve some money.

HRs has something to do with Bribery and corruption ,which the existing Workers have coped with it as normal. It was once alleged that there is a similar case at Ridge and some.of us stood on grounds and has reduced the tendency of such awkward corrupt behavior.

This is not partisan argument but reality, Most HRs have already submitted all the necessary documents to ensure clearance by MOH and MOF to effect payment of salaries and arrests.

The unfortunate thing is that Ghanaians believe in these government officials at MOH , CAGD and MOF. sorry for you all who believe in their fallacies. They have well trained Public Relations and Communications Experts, the likes of Mr Tony Goodman and Co, who are there just to defend.the institutions and because our Journalism is so weak, the media allows the PRs to overcome the Journalists and collide the heads of the public creating baseless political arguments on social media especially Radio, Facebook, TV Stations and Whatsapp.

Please no one should blame any PR or communication Officer of any Ministry or institution, because the are employed, and paid monthly to defend their ministries even if they would have to lie to ensure that. I humbly plea all social media commentators and analysts to investigate much before you justify the negative experiences.

Are you aware the Ministry of Finance has been delaying clearance to effect payment of those Doctors and other healthworkers whose documents have been submitted to Ministry of Health long ago?

Do you investigate by phone calls or going to the grounds like Anas and see the reality before commenting ? If this is how you do your work then i am sorry....

To add more hidden secrets, All these delaying strategies are implemented because of fund mismanagement and lack of funds, most importantly reserving some funds for 2016.

If you are here blaming HRs for late submissions, then what of those who have submitted all the documents? who do you blame? CAGD? dont you know CAGD works under instructions of Ministry of Finance? Please work harder and intercept evidencing documents to make your

submissions. Who instructed that only 3 months arrears must be paid? isnt it government directive?

They convince the public that you fill arrears form before the rest are paid. Interestingly, most filled and submitted such forms last year and till date they havent been paid their arrears, only 1/100 have been paid, and some of the submitted arrears forms have been rejected without reasons as per my source at Ministry.We must be serious as a nation to defend Ghana instead of been communication officers for incompetent authorities.

This land belongs to we the youth and the future generation. Lets not normalize the evil directives and awful experiences for our future generation to come and face same.

We should ensure a smooth process for them to enjoy. We must be generational thinkers.

The blame shouldnt be on the Human Resources only, but the Hospital Medical Directors, Hopital HRs, The Regional Directors and Regional HRs, The National Directors and National HRs,.and mostly the Ministry of Finance , The CAGD and The MOH. Note: MOH does not delay processing but the instructions from MOF make them feel intimidated and intentionally delay processing.

Last year 2014 November, Some IPPD staffs at MOH got themselves into trouble for processing inputs to effect salary payments and they got a warning letter from MOF. They immediately closed the system though the period wasnt due.

Investigate more and get to know the hard truth, better than making simple calls , listening to the political activists, biased Journalists or granting interviews without probing much.

The best, effects and efficient intervention on this salary and arrears saga it " decentralization of MOF, CAGD,MOH and other ministries". This should be on regional basis.

The money the region generates in the healthsector will be used to pay the healthworkers in that region.

This should be applied to all other ministries.This will elude or reduce mismanagement of funds allocated to all ministries respectively. It will elude stealing, thiefery,and corruption.

It will be most convenient and easiest means for data and documents submission to effect salary payments without remain arrears.

Our government officials and Public servants have frowned on this articles because my intervention will stop them from stealing if implemented.
