Ghana has a diplomatic opening to do two things that matter to hundreds of families: stop the recruitment of its young men into Russia's war, and recover the bodies of those who have died.
The toll
On 17 August in Moscow, Foreign Minister Samuel Okudzeto Ablakwa said about 62 Ghanaians have died in the war and 15 are missing. In July, he had said about 272 Ghanaians are believed to have been recruited since 2022, with 55 reported dead and two held as prisoners of war. The 55 was the highest officially confirmed number of casualties from a single African country at the time.
Ablakwa has said Ghana will work to track and dismantle illegal recruitment schemes operating in the country, including on the dark web. Reporting indicates that agents were paid for each recruit, and that one agent reportedly took over $25,000 from the signing bonuses of 14 trafficked Ghanaians.
The opening
The opportunity is real because Russia has now engaged. After the August talks, Ablakwa said Foreign Minister Sergey Lavrov pledged to work together to stop the illegal recruitment. There are caveats. Lavrov did not dispute that Ghanaians are fighting for Russia but rejected the "illegal recruitment" label, and it remains unclear what concrete steps Russia will take beyond reviewing individual cases. The visit also produced other outcomes, including a doubling of Russian scholarships for Ghanaian students.
Timing helps. The Third Russia-Africa Summit is being held in Moscow on 28 and 29 October 2026. Whoever represents Ghana there, and whoever follows up in the weeks after, has a moment when Moscow is courting African governments.
What Ghana can ask for
A written protocol, not just a pledge. Ghana should seek a formal arrangement that defines how to verify, terminate and refer cases of Ghanaians in Russian ranks, and how to track the missing.
A body repatriation mechanism. Analyst Lou Osborne has noted that no mechanism exists to repatriate bodies, which leaves African families in limbo. Kenyan families, for example, cannot bury their loved ones because bodies remain on the battlefield. A joint list of names, a DNA and identification process, and agreed handover channels would give Ghanaian families certainty and dignity.
Precedents to cite. South Africa's president thanked Russia's for repatriating 17 citizens recruited under false pretences. Kenya says 27 of its citizens were rescued after being stranded. Ghana can ask for the same treatment.
A channel with Ukraine. Ghana has already pressed Kyiv on the prisoners of war, and Ukrainian authorities have found bodies of African fighters. Parallel cooperation on identification would speed recovery.
Closing the pipeline at home
Diplomacy abroad only works if the supply stops. That means prosecuting recruiters and agencies, screening departures, and giving young people honest information about the risks. Ghana's government has pledged to dismantle recruitment networks, while Egypt imposed security clearance for men aged 18 to 35 travelling to Russia.
Ghana should consider similar travel safeguards and act on the "fly-away" agencies that front for recruiters. Jobs and opportunities for young Ghanaians are the long-term answer, because desperate people are the easiest to recruit.
Conclusion
Ghana has said this is not its war. The government now has Moscow's pledge, a high-level Russian meeting behind it, and a summit in progress. The test is whether it turns that into an agreement that ends recruitment and brings the dead home to their families.
