Accra's likely asks follow the offers Moscow has already put on the table. Trade has grown fast. Bilateral trade rose from US$247 million in 2022 to more than US$800 million in 2024. The areas below are where Ghana has the most to gain.
Nuclear power. This is the biggest prize. The Ghana Atomic Energy Commission and Rosatom have signed an MoU laying groundwork for future energy cooperation. Accra wants to add 700 MW of nuclear capacity, and Rosatom is one of several shortlisted bidders, alongside firms from France, the United States, China and South Korea. Ghana's ambassador to Russia has said Ghana is interested in buying a Russian-built floating nuclear power plant. Ghana would want technology transfer and training for its own engineers, not just a plant.
Fertiliser and food security. Russia already supplies petroleum products, fertilisers and grain, and now proposes fertiliser exports alongside agro-industrial facilities built in Ghana. This matches Mahama's focus on higher yields and farm output.
Mining and value addition. Russia says it is interested in jointly developing gold and bauxite deposits. Foreign Minister Ablakwa has stressed Mahama's wish to add value in Ghana instead of exporting raw materials. For Ghana, any deal would need to support local processing and fit the galamsey and resource-governance debate at home.
Skills and scholarships. Russia has doubled its scholarships for Ghanaian students to 240 a year. Training in nuclear, agriculture, mining and engineering would feed directly into Ghana's industrial plans.
Industry and logistics. Russian commentators float a wider package of vehicle assembly, rail modernisation and logistics hubs. These are proposals, not agreements.
Ghana is hedging. Nuclear vendors are still competing, and Mahama has said Ghana has no enemies, only friends to all, so large Russian deals could draw attention from Western partners.
Much of the detail comes from the Russian embassy and Russia-friendly outlets, so these are Russian offers and Ghanaian interests, not signed commitments. Watch what is actually signed in Moscow on 28–29 October.
