President John Dramani Mahama is expected to swear in Emelia Afi Agbenyo and Joseph Kwaku Asamoah as deputy commissioners of the Electoral Commission (EC) today, according to Graphic Online’s presidential correspondent, Kester Aburam Korankye.
The swearing-in ceremony at the seat of government will formally usher the two appointees into office, where they are expected to support the Commission in carrying out its electoral responsibilities.
The appointments follow the departure of two former deputy commissioners. Dr Bossman Asare, who was responsible for Corporate Services, resigned effective July 31, 2026, to return to full-time academic duties, while Samuel Tettey, who oversaw Operations, retired upon attaining the compulsory retirement age of 65.
The Electoral Commission is constitutionally mandated to administer and enforce laws and regulations governing elections and referendums in Ghana.
Article 43 of the 1992 Constitution provides for the appointment of the EC Chairperson, two deputy chairpersons and four other members. Article 44 sets out the qualifications for appointment and stipulates that the two deputies shall enjoy terms and conditions of service applicable to a High Court Justice. It also bars them from holding any other public office while serving on the Commission.
Who is Joseph Kwaku Asamoah?
Joseph Kwaku Asamoah, one of the new appointees, is a law lecturer at the Kwame Nkrumah University of Science and Technology (KNUST).
He has more than 17 years of experience across public service, legal practice, academia and electoral governance.
His previous roles at the Electoral Commission include Director of Finance, Director of the Training Centre and Head of Audit.
Who is Emelia Afi Agbenyo?
Emelia Afi Agbenyo previously served as a Deputy Director for Operations at the Ghana TVET Service.
