What Ghana Can Learn From Egypts Alamein Summit

Egypt used the first weekend of October to turn El-Alamein into a meeting place for the continent. President Abdel Fattah El-Sisi hosted the inaugural Alamein Africa Forum alongside the African Union's eighth Mid-Year Coordination Summit.

The forum is meant to be a permanent business platform, held every two years in Egypt, and more than 20 heads of state and government representatives were listed. Ghana was there at the top level.

President John Mahama led a delegation that included the trade minister, private-sector players and his adviser on the 24-hour economy and export programme, plus the special envoy to the Alliance of Sahel States.

Mahama's own message was about industry.

He told the forum that Africa imports more than 70 percent of its pharmaceuticals and about 99 percent of its vaccines, and urged governments, banks and institutional investors to finance local manufacturing.

He said health should be treated as an investable, high-growth sector rather than a charitable line item. He also said the Accra Reset Presidential Council, which he chairs, is deploying task forces and a Reform Interlock Observatory to track continental capital flows and remove non-tariff barriers.

There are three lessons for Ghana from how Egypt staged the event.

First, build the platform, not just the speech. Egypt did not simply attend a summit. It created a recurring forum it will host, which gives Cairo a permanent role in setting the continent's business agenda.

Ghana has the standing and the ideas, from the Accra Reset to its pharmaceutical push. It could consider a standing biennial convening of its own, rather than relying on invitations abroad.

Second, tie economics to security. Egypt paired its business forum with a four-nation consultative summit on the Horn of Africa, and the leaders agreed a follow-up mechanism with periodic meetings.

Ghana's delegation included a Sahel envoy, which suggests it understands that investment and stability go together. The risk for coastal states is spillover from the Sahel, so economic diplomacy should keep a security channel open.

Third, measure delivery. Egypt's declaration created a follow-up mechanism, and Ghana has its own: the observatory Mahama described.

The test for both is whether announced pledges become funded projects. Ghana should publish what its observatory tracks and report progress on a schedule.
