Early morning, PIND Economic Development Centre, Warri. The 150KVA generator coughs, then holds. A cohort in blue overalls leans over a drilling simulator. On the learning device, $\\\\\\\\Delta P = \\\\\\\\rho g h$, in a hand the instructor learned in Moscow 35 years ago.

"I had never seen snow before," he said. "Soviet Union gave me ticket. Shell would not give my father job."
When crude turned Delta creeks into Nigeria's engine after 1958, Nigeria had British-trained administrators but no geologists. Federal Scholarship Board archives 1975 show UK offered 45 scholarships yearly, mostly law. Russian Embassy records 2023 show Soviet Union offered 300 fully funded technical slots yearly from 1965 — drilling, geophysics, surgery.
Rich families sent children to London. Sons of fishermen boarded Aeroflot to Moscow. It was Cold War accounting. Federal Ministry of Education file 1982 shows Nigeria paid not with naira but with crude barter — 10,000 barrels per day to Soviet Union in 1982, worth $5.8m then, about $62m today, for 300 students plus steel plant technicians. Every scholar spent 10 months learning chemistry in Russian. RUDN registry shows 4,200 Nigerians graduated 1960-1991 from Friendship University, Gubkin and Baku.
They returned and took the jobs no one photographed. NNPC personnel records 1985: Soviet-trained engineers were 38% of field engineers in Warri Refinery, 44% in Port Harcourt. Delta State Hospital Management Board staff list 2022: 11 of 19 senior consultants at Central Hospital Warri are Soviet medical alumni. Rivers Ministry of Health directory 2021: Permanent Secretary 2019-2021 was Prof. Chituru Orluwene, Leningrad Pediatric Institute 1988. NBS social mobility survey 2018: children of Soviet alumni were 3.2 times more likely to complete university.
Soviet Union collapsed December 1991. Invoice did not. Budget Office 2024 Appropriation: Federal Scholarship Board still allocates N420,000,000 yearly for Bilateral Education Agreement with Russia, direct successor to Soviet quota. Embassy of Nigeria Moscow 2024: Russia offered 100 scholarships 2024/2025 for nuclear physics and offshore engineering. NDDC foreign scholarship report 2023: NDDC screened 2,150 and sent 112 to Russian technical universities.
But backbone has no light. PIND Annual Report 2024: EDCs in Warri and Port Harcourt trained 1,840 youths in 2024, 68% of trainers are Soviet-era graduates, average graduate income rose from N30,000 to N85,000 monthly. Transmission Company Q2 2025: Niger Delta averaged 4.2 hours of public power daily. PIND Warri field records: students spend N7,000 daily on diesel to practice welding. NBS Labour Force Q2 2025: youth unemployment in Niger Delta is 42.1%.
At 7:12 a.m., the instructor wipes soot from his diploma glass with the same rag his students use for welding helmets. The soot returns by 8 a.m.
"Soviet gave me knowledge," he says. "We still dey find light to use am."
Nigeria pays N420m for a 1960s promise, has the welders that promise created, but cannot keep electricity on to use them.
