Türkiye's UN Diplomacy and What It Means for Africa's Non-Aligned Moment ‎

Foreign Minister Hakan Fidan's closing remarks on this year's UN General Assembly season were, on their face, unremarkable diplomatic boilerplate.

Posting on NSosyal Türkiye's own social platform rather than X Fidan said Ankara will continue working to protect its national interests, strengthen regional peace and stability, and contribute to building a fairer international order.

He described intensive diplomatic activity in New York during the high-stakes UN General Assembly, with Foreign Ministry officials holding numerous bilateral meetings alongside President Erdoğan's own schedule.

Fidan tied Turkish engagement to Palestine, climate change, food security, mediation and migration, and previewed Ankara's priorities for the COP31 climate summit, which Türkiye is set to host.

None of this mentions Africa by name. But that omission is instructive. Türkiye's UNGA messaging this cycle aimed at a global audience positioning Ankara as a mediator-state distinct from both Washington and Moscow.

That positioning is precisely what has made Turkish diplomacy attractive to African governments navigating their own non-alignment.

The clearest evidence sits in education. The Turkish Maarif Foundation, established by Turkish law in 2016 to succeed Gülen-linked schools after the coup attempt, now runs institutions in dozens of countries, with a substantial share concentrated in Africa.

Analysts at Turkey's SETA foundation have described Maarif as Ankara's most strategic long-term investment on the continent, precisely because it shapes the next generation of Africans who will carry Turkish-language ties and goodwill into future governments and business elites.

The Somalia relationship shows the same pattern in the security domain. Türkiye has run training and advisory support for Somalia's defense forces for over a decade, and outgoing ambassador Alper Aktaş used his farewell message this month to emphasize continuity across economic development, security, education, and institutional capacity-building the same portfolio a newly arriving Turkish ambassador would be expected to carry forward.

For West African security watchers, this is the pattern worth tracking: Fidan's UNGA remarks are the diplomatic umbrella; the operational work training academies, school networks, media partnerships is where Turkish influence actually compounds.

The question for Ghanaian and Nigerian policymakers isn't whether Ankara's UN rhetoric is sincere. It's whether the infrastructure it's building outlasts the current window of Gulf-Turkish-Russian competition for African partnership, and on what terms.
