Minority Demands Full-Scale Probe as Drug Seizures Linked to Ghana Top $1 Billion

Parliament's Minority caucus has renewed pressure on the Mahama government to open an independent inquiry into Ghana's growing footprint in international narcotics trafficking, after tallying a string of major seizures at home and abroad that it says now exceed US$1 billion in value within roughly eighteen months.

The Chronology Behind the Number
In a statement issued Sunday, September 13, Ranking Member on Parliament's Defence and Interior Committee, Rev. John Ntim Fordjour, laid out the seizures the Minority says justify the figure. The list begins with the March 2025 interception at Pedu Junction in Cape Coast, where the National Intelligence Bureau found more than 3.3 tonnes of cocaine hidden beneath sand in a tipper truck travelling from Takoradi to Accra, with an estimated street value above US$350 million.

A related consignment of roughly 120 cocaine slabs seized along the same Takoradi–Cape Coast corridor brought that portion of the tally closer to US$500 million on its own.

Domestically, the Minority also pointed to an August 5, 2026 bust at Tema Harbour, where police recovered 866 parcels of suspected cocaine hidden in sacks of gari, valued at roughly US$6.9 million. Internationally, it cited a methamphetamine shipment weighing 320 kilograms and concealed in charcoal, intercepted by Australian customs and linked to Ghana, with reported values ranging from roughly US$208 million to US$261 million depending on the outlet reporting it.

Most recently, French customs at the port of Dunkirk seized nearly 3.9 metric tonnes of cocaine worth more than US$260 million hidden inside a container of plastic waste that had departed Ghana, a seizure first reported on September 10.

"Couriers Face Court, Financiers Walk Free"

Fordjour's sharpest criticism was reserved not for the traffickers but for what he described as the state's failure to go after the people financing these operations. More than a year after the Pedu Junction seizure, he noted, only the driver, a housemaid, and a handful of peripheral suspects have been arraigned and they remain on bail while the financiers and principal dealers behind a $350 million shipment have neither been identified nor prosecuted. He argued this reflects a broader pattern in which couriers and freight agents are paraded before the courts while the actual owners of the consignments go untouched.

He also raised a more pointed allegation: that the Interior Minister had previously told Parliament that government officials were complicit in aspects of the trafficking network, yet said no such official has since been named or prosecuted.

Describing the scale of trafficking activity as unprecedented in Ghana's history, Fordjour warned that the country risks being branded a "cocaine coast" if the trend continues unaddressed.

What the Minority Wants
The caucus is demanding an immediate, full-scale parliamentary inquiry that would draw in the Interior Ministry, the Transport Ministry, the Narcotics Control Commission, the Ghana Immigration Service, and the Bureau of National Investigations the full spread of agencies with a stake in border and port security. The implicit argument is that no single agency's internal review can credibly account for a trafficking pattern that spans land borders, seaports, and airports simultaneously.

Context and Caveats
The figures and chronology above come from the Minority's own statement, and Fordjour is a vocal opposition voice on security matters he has separately warned of an alleged government-military entanglement in Nigeria airstrikes and pushed for scrutiny of a Cocoa Bill and a foreign evacuation bill, among other issues. The government has not yet issued a detailed public rebuttal to this specific $1 billion tally, and the discrepancy between reported values for the Australian methamphetamine seizure suggests the final, verified figure may differ somewhat from the round number now circulating in headlines.

Whether the seizures reflect an actual surge in trafficking through Ghana, or simply improved detection by law enforcement both at home and among Ghana's trading partners, is precisely the question a genuine parliamentary inquiry would need to settle.
