Technical and vocational education must equally keep pace with technological change. Providing sophisticated machinery without developing people who can operate, programme, maintain and improve it will not deliver sustainable industrialisation.
Ultimately, success comes from bringing several elements together: a clear vision, careful preparation, skilled people, appropriate technology, adequate financing and disciplined execution.

Study the environment. Build your skills. Understand your market. Develop your network. Invest wisely in the tools that improve your capabilities.
