The next global economic revolution is not about who owns AI:  It is about who mobilizes it. There is a strange silence surrounding the greatest economic experiment of our time. Governments are racing to announce artificial-intelligence strategies. Corporations are racing to build larger models. Universities are racing to teach AI. Financial markets are racing to price the winners. Yet beneath all this excitement sits a question that may determine the economic future of hundreds of millions of people: who will put AI into the hands of the millions of entrepreneurs who actually produce, manufacture, trade, employ and create wealth? This is where the AI debate must move next.

For years, economic development has been organized around governments, corporations, banks, institutions, infrastructure and employment. Entrepreneurs and small and medium-sized enterprises have often been treated as supporting actors. That arrangement may now be obsolete. AI has arrived as a radically scalable capability. The SME is already the world's most distributed economic institution. Put the two together, and something much larger becomes possible: a global infrastructure of grassroots prosperity built not by distributing wealth, but by expanding the capacity to create it.

The proposition is deliberately ambitious:

AI is the toolbox.
Entrepreneurialism is the hand.
SMEs are the ocean.
NAME is the mobilization architecture.
GDP is the scoreboard.

1776–2026: The Missing Dimension: The modern economic story has traveled an extraordinary distance since 1776. Political revolutions changed the relationship between citizen and state. Industrial revolutions changed production. Financial systems changed capital. Information technology changed communication. Globalization changed markets. But one force has remained strangely difficult to institutionalize: entrepreneurialism itself.

Economies are remarkably good at measuring factories, workers, capital, trade, debt, taxes and GDP. They are much less capable of measuring the mysterious human force that persuades one person to leave certainty behind, risk everything, start an enterprise, discover a customer, solve an unexplained problem and employ another human being.

This is revolutionary. But it creates an equally important question: what happens when AI reaches the boundary of what has been written?

Entrepreneurs live beyond that boundary. They operate in uncertainty. They make decisions before evidence is complete. They read people. They sense markets. They improvise. They fail. They try again. They recognize an opening that nobody else sees. Innovation does not always follow the safe path or the predictable equation. It often emerges from experimentation, persistence, and the willingness to act without certainty.

This is tacit knowledge. It is why AI should not simply be described as a replacement for human intelligence. It is more useful to see it as a capability multiplier whose economic value depends upon whose hands receive it and what those hands are capable of doing. Although AI cannot simply decipher tacit knowledge, it can learn from human interaction, play in entrepreneurial sandboxes, and help invent new ideas and designs with extraordinary speed. AI may be the best tool ever created for global entrepreneurs. Yet much of the AI conversation remains focused on AI running global airlines, national revenue systems, or other enormous institutions rather than millions of SMEs on the ground.

AI can identify segments within an already-identified market. AI can analyze a factory. Someone still has to change the factory. AI can write an export strategy. Someone still has to ship the product. The toolbox is becoming extraordinary. The question is who gets to use it.

The Universal Mindset Divide:  This creates another divide that economic policy has rarely confronted directly: job-seeker versus job-creator. Most economic systems are designed to produce employable people. Far fewer are designed to produce millions of enterprise creators. This is not a criticism of employment. Employment remains essential. But an economy cannot sustainably create prosperity by asking almost everyone to wait for somebody else to create the productive opportunity.

The real economic question is therefore not simply, “How many jobs will AI destroy?” It is, “How many new productive enterprises can AI help create, strengthen and scale?” That is a different game. If AI makes one accountant twice as productive, that is useful. If AI enables one entrepreneur to operate like a much larger company, that is transformational. If AI enables one million SMEs to access capabilities previously affordable only to multinational corporations, the economic consequences could become enormous. This is where the SME ocean begins.

The SME Ocean: The world does not lack entrepreneurs. It lacks a sufficiently powerful mechanism to identify, equip and mobilize them. Across countries, SMEs constitute enormous economic populations. They manufacture, distribute, repair, export, farm, build, design, transport, provide services and create employment. Yet millions remain undercapitalized, under-digitized, under-skilled and disconnected from international markets. Bureaucracies often prefer large, established brand-name companies because they are visible and familiar.

A small, unknown idea in the hands of an unknown person can be rejected before its potential is understood. Many of today's celebrated entrepreneurs were once unknown starters whose ideas were dismissed precisely because they had not yet become successful. The mindset divide matters because institutions often recognize success after it occurs rather than entrepreneurial potential before it does.

The problem is not simply that SMEs are small. The problem is that their capabilities are fragmented.

AI changes that equation. A small manufacturer can now access sophisticated market intelligence. A small exporter can use AI for translation, documentation, and customer research. A family enterprise can access analytical capabilities that once required consultants. A local producer can discover global buyers. A young entrepreneur can build digital operations without first constructing a giant administrative machine. An SME can acquire, through software and AI agents, capabilities that previously belonged to a multinational's corporate headquarters.

That is the beginning of the economic transformation.
At this early stage, the SME does not need to become a giant.
The SME needs giant capabilities.

The Institutions Have Arrived At The Door: This is where the argument becomes larger than Expothon. Leading global institutions are already identifying pieces of the puzzle. The message is becoming difficult to miss. AI is not merely a technology-policy question. It is becoming an economic-infrastructure question. The issue is no longer whether AI can produce intelligence. It is whether nations can organize themselves to distribute that intelligence productively.

Lead the way.
Follow the evidence.
Get into the water.
Watch what happens next.

CHINA is already in the ocean: China provides the most provocative live case. It has built extraordinary manufacturing depth, supply chains and an enormous SME ecosystem, and it is now deliberately pushing digital transformation and AI into smaller enterprises. Its latest five-year SME strategy connects smaller enterprises to innovation, employment, growth, technological development and strategic sectors, including robotics and embodied AI. China is not waiting for AI to finish becoming intelligent. It is increasingly asking what intelligent technology can do inside its enterprise ecosystem.

The strategic lesson is not that China has solved the AI-SME equation. It has not. The lesson is that China understands something increasingly important: national competitiveness may depend less on producing another handful of giant corporations and more on raising the capability of millions of enterprises.

The question for everyone else becomes uncomfortable:
who will teach 100 million SMEs to swim?

Perhaps the answer is that SMEs are already the tiny tadpoles in the ocean. Slowly, some will grow into Godzilla-sized global giants, large enough to change the face of their nation.

INDIA is entering the water: India may become the most interesting BRICS laboratory for the next stage of this experiment. Its enormous MSME population, digital public infrastructure, technology ecosystem, entrepreneurial culture and young workforce create unusual conditions for mass AI deployment. India's 2026 BRICS chair ship has also placed MSME technology access, finance, startups, innovation, and global market connectivity on the agenda.

India does not need to copy China. It has its own economic architecture. Its opportunity is to connect AI with the digital systems it has already built and then push capability outward into millions of enterprises.

If China demonstrates industrial scale, India may demonstrate distributed digital scale. Together, they create a much larger question for BRICS: Can advanced intelligence become a mass economic capability?

BRICS could open the ocean: BRICS is particularly interesting because it contains eleven very different economic ecosystems: Brazil, Russia, India, China, South Africa, Saudi Arabia, the United Arab Emirates, Egypt, Ethiopia, Indonesia and Iran. Their differences are precisely what makes the proposition interesting. Each has a different SME ocean, industrial structure, demographic profile, capital environment and relationship with global markets.

Brazil brings agricultural, industrial and natural-resource scale. Russia brings scientific, engineering, energy, and industrial capabilities. India brings enormous MSME capacity and digital infrastructure. China brings manufacturing depth and enterprise scale. South Africa provides an African industrial and financial bridge. Saudi Arabia brings capital and a national diversification agenda. The UAE brings logistics, finance, and global connectivity. Egypt brings population scale and strategic geography. Ethiopia represents enormous developmental and entrepreneurial potential. Indonesia brings Southeast Asian scale and a distributed entrepreneurial population. Iran brings scientific, engineering, manufacturing, and entrepreneurial capacity.

For an enormous corporation, this is useful. For an SME with five, ten, or fifty employees, it could be transformative.

One small company may suddenly have access to a virtual research department. Another may have an export assistant. Another may have multilingual customer service. Another may have financial analysis. Another may have digital marketing. Another may have procurement intelligence. This is why one million SMEs plus AI agents is worth testing. The proposition is not that one AI agent replaces one human. The proposition is that an AI-enabled SME may become capable of performing functions that once required a much larger organization. That could alter the economics of size itself.

The 1,000-Day Experiment: The world has no shortage of declarations about 2030. There is, however, a shortage of 2026 execution. So let us make the proposition measurable. Select one million high-potential SMEs in one country. Provide a standardized AI-enabled operating architecture. Create national teams responsible for mobilization. Provide training and certification. Give each enterprise access to AI tools and, where appropriate, AI agents. Track revenue, productivity, exports, employment, new products, market expansion, survival, investment, and failure.

Do not hide the failures. Measure everything.
Then repeat the experiment in ten countries.

Nobody should be asked to believe the result in advance.

Let the data decide.

The Global Summit

This requires a new type of gathering. Not another AI conference dominated by model announcements. Not another SME conference dominated by speeches. Not another economic summit dominated by macroeconomic charts.

A Global Summit on National Mobilization of Entrepreneurialism should bring together the institutions that already possess different pieces of the puzzle: the World Bank, IMF, OECD, UN agencies, UNIDO, International Trade Centre, development banks, BRICS institutions, national governments, AI companies, technology platforms, universities, chambers of commerce, trade associations, financial institutions, manufacturers, exporters and, most importantly, entrepreneurs.

Its purpose would be brutally practical: Can we design, launch and measure a ten-country experiment involving ten million high-potential SMEs and AI-enabled capabilities? No ideological test. No East-versus-West test. No AI-versus-human test. Build the experiment. Set the rules. Protect the participants. Measure the results. Publish the scoreboard.

The Global Infrastructure Of Grassroots Prosperity: This is the deeper proposition. For two centuries, economic development has often been imagined as a top-down process: capital, institutions, infrastructure, governments, corporations, and investment eventually producing prosperity for citizens.

The AI century offers another possibility. Build capability at the bottom. Put intelligence into millions of hands. Connect entrepreneurs directly to knowledge. Connect SMEs directly to markets. Connect producers directly to global demand. Connect local enterprise to international supply chains. Connect human judgment to machine capability. Then let economic value rise from the grassroots. That is not charity. It is not redistribution.

It is productive-capacity creation.

The world's enormous SME population may represent one of the largest dormant economic infrastructures ever assembled. AI may be the technology capable of activating it. NAME is a proposed mechanism for organizing that activation.

There will be objections.

Some will say the numbers are too ambitious. Good.
Some will say SMEs are too fragmented. Good.
Some will say AI is immature. Good.
Some will say governments cannot mobilize entrepreneurs.
Some will say bureaucracy will make it impossible.

The objective is not to win an argument.
The objective is to discover what happens
When entrepreneurial capacity receives
Unprecedented access to intelligence.

The pieces are moving.
Now somebody must assemble them.

This is not a claim that the world already has one hundred million AI-enabled SMEs. It is a challenge to discover whether such a scale is possible. The first country that mobilizes one million SMEs with measurable AI-enabled productivity gains will teach the world something. The first ten countries to do so will change the conversation. And the first global coalition capable of connecting those experiments may begin building something far more important than another AI strategy. It may begin building a global infrastructure of grassroots prosperity.

Then let the world judge the scoreboard.

Because the next AI revolution may not be won
by the country that builds the biggest model.

It may be won by the country that teaches
the greatest number of its people
