‎Why Ghana Rejected MTN's GH¢20 Million Offer for South Africa Returnees ‎

Ghana's government has declined a GH¢20 million (roughly $1.7 million) support package offered by MTN Ghana, intended to assist Ghanaian citizens repatriated from South Africa amid a renewed wave of xenophobic attacks.

The decision, announced by the Ministry of Foreign Affairs on Wednesday, August 26, 2026, has stirred debate over the government's handling of corporate assistance during a mounting humanitarian crisis.

The Offer
MTN Ghana Board Chairman Dr. Ishmael Yamson disclosed the telecom giant's intervention plan in an interview with Joy News on August 20. According to Yamson, the company initially set aside GH¢10 million as an immediate "welcome back" package for returning Ghanaians, before doubling the sum to GH¢20 million after concluding that short-term relief alone would not adequately address the longer-term needs of citizens forced to abandon their lives in South Africa. The expanded fund was meant to help returnees rebuild their livelihoods.

Yamson also acknowledged a procedural misstep on MTN's part, admitting the company should have engaged the Ministry of Foreign Affairs directly before going public with its plans, rather than allowing the offer to surface first through media coverage.

Government's Response
The Ministry of Foreign Affairs said it only became aware of MTN's proposed donation through media reports referencing Yamson's remarks, and moved swiftly to formally decline it. In a statement, the ministry said the Mahama administration had already made adequate financial provisions for the evacuation and reintegration of affected Ghanaians, making the corporate contribution unnecessary.

"The Government of Ghana commends MTN for the offer, however, we respectfully decline," the ministry said, adding that the Mahama Administration had made adequate provision for the ongoing evacuations and reintegration effort. The ministry stressed that the rejection should not be read as a withdrawal of government support for affected citizens, reaffirming that the state remains fully committed to financing the evacuation exercise and providing reintegration assistance.

The government has not yet disclosed the total cost of the evacuation and reintegration exercise, but has pledged to publish a full account of expenditure once the operation concludes, in the interest of transparency and accountability.

Scale of the Crisis
More than 1,600 Ghanaians have so far been repatriated from South Africa as anti-immigration tensions and xenophobic attacks have intensified in recent weeks. The evacuation effort, which Ghana has maintained is self-funded, has become one of the largest citizen repatriation exercises the country has undertaken in recent memory.

A Regional Contrast
The episode stands in contrast to developments two borders away. In Nigeria, MTN's support package for returnees from South Africa including free SIM cards, data allocations, and cash payouts was accepted without the same pushback that met MTN Ghana's offer, highlighting differing approaches among governments in the region toward corporate humanitarian assistance during the unfolding crisis.

As of this report, MTN Ghana has not issued a public response to the government's rejection of its donation.
