Doumbouya presides over first Council of Ministers of reshuffled government, demands results from his ministers

President Mamadi Doumbouya chaired the first ordinary session of the Council of Ministers of Guinea's newly reshuffled government on Thursday, July 30, at the Palais Mohamed V in Conakry a public appearance that comes just three days after he signed a partial cabinet reshuffle and only weeks after the country closed out a rapid sequence of post-transition institutional milestones.

A new team sworn in, and a warning delivered

The session carried a formal weight beyond routine business. Newly appointed ministers, alongside colleagues retained from the previous line-up, took their oath of office before the President in an atmosphere combining solemnity with what local reporting described as a renewed push for governmental momentum.

According to government spokesman Faya François Bourouno's readout of the meeting, Doumbouya set an uncompromising tone for the incoming team, telling ministers plainly that each of them would henceforth be judged on their capacity to deliver concrete results in implementing the Simandou 2040 development programme the mining-led economic transformation plan built around the country's giant Simandou iron ore project that anchors the government's messaging.

Doumbouya used the session to explain the rationale behind Monday's reshuffle, describing it as the product of a performance evaluation of the outgoing government's ministers. He reminded the new team that, when the Fifth Republic's government was first constituted, the expectation had been unambiguous: every department was to contribute effectively to Simandou 2040.

He pressed ministers to show greater commitment, reinforce governmental solidarity and prioritize collective work to improve public performance, and stressed a principle of accountability that every minister would be evaluated according to results obtained and their capacity to translate government commitments into action.

The reshuffle that preceded it
The Council of Ministers followed a partial cabinet reshuffle Doumbouya signed on the evening of Monday, July 27, read out on national television. The Prime Minister, Amadou Oury Bah, retained his post, along with several ministers holding strategic portfolios including foreign affairs, justice, mines, the economy, health, energy and infrastructure.

Among the more notable changes, Bintou Keïta, a former UN special representative in the Democratic Republic of Congo, took over the sprawling education, literacy and technical training portfolio, while Alpha Bacar Barry moved from national education to livestock. New entrants Djénabou Touré, Lansana Béa Diallo and Aboubacar Kourouma joined the government, which now numbers 30 ministers tasked with implementing the executive's strategic priorities.

Commentary in the Guinean press characterized the reshuffle as more continuity than rupture: several outlets noted that rumors of a broader shake-up, circulating in the weeks following the installation of the new National Assembly, had not translated into a major recomposition, with most of the political cadres chosen back in 2021 remaining largely in place. The reshuffle arrived in a fast-moving sequence of post-transition milestones the tenth legislature was installed on July 17, barely seven weeks after legislative elections held on May 31, and Doumbouya made a return appearance at an ECOWAS gathering in Freetown two days later, his first at such a forum since Guinea's relations with the bloc were strained by the September 2021 coup.

A presidency still under scrutiny
Doumbouya's public appearance at the helm of this first Council of Ministers session comes against a backdrop that has made his visibility itself a subject of continued public interest. Earlier this year, a three-week absence from the country following the African Union summit in Addis Ababa in February triggered weeks of speculation in Conakry and beyond about his health, ended only when he returned to a televised welcome at the capital's airport on March 6. Guinean authorities at the time attributed the absence to rest and a routine medical check-up abroad, without specifying his whereabouts, a pattern of limited disclosure that has recurred at earlier points during his rule as well.

Set against that history, Thursday's session Doumbouya presiding firmly over a newly sworn-in cabinet, setting policy direction and demanding accountability on the signature Simandou 2040 agenda reads as much as an assertion of active command as it does routine governance business. Whether it settles the recurring questions about the transparency of communication around his health and availability, or simply resets the clock until the next extended absence revives them, will depend less on this single appearance than on whether the pattern of limited disclosure that has characterized his presidency changes going forward.
