GAF launches 2025 Government Defence Integrity Index Africa Report

The Ghana Armed Forces (GAF) has launched the 2025 Government Defence Integrity Index (GDI) Sub-Saharan Data Set and Africa Report in Accra on Wednesday.

The report outlines key recommendations to improve transparency, accountability, and institutional effectiveness in the defence sector across Sub-Saharan Africa.

Speaking on behalf of the Chief of the Defence Staff, Lieutenant General William Agyapong, the Director General of Human Resource and Administration, Air Commodore Thomas Niifio Okai, emphasized the increasingly complex security challenges facing the African continent.

He said that strong governance, professionalism, accountability, and prudent resource management are important components of effective defence institutions and stressed the cruciality of transparency and robust oversight mechanisms in fostering public trust and strengthening institutional resilience.

Air Commodore Thomas Niifio Okai encouraged stakeholders to utilise the report’s findings to advance defence governance, accountability, peace, and security across Africa.

The Head of Research for the Global Programme on Defence and Security, Dr Michael Ofori-Mensah, described the Government Defence Integrity Index as an important tool for identifying governance gaps and integrity risks within defence institutions.

He noted that while legal and policy frameworks are crucial, their effectiveness depends on proper implementation, accountability measures, and sound integrity risk management practices.
