The quiet spread of “zero-click” cyber weapons, tools capable of penetrating digital devices without a single tap, link or mistake by the target, should unsettle anyone who still believes modern intelligence competition operates within firm guardrails. These capabilities exploit unseen vulnerabilities, allowing attackers to gain full access to phones and computers without alerting users. Reports that former Israeli Defense Forces intelligence officers and ex-NSO Group experts are developing such tools for Western intelligence agencies are often framed as innovation, entrepreneurship or alliance maintenance. In reality, they signal something far more consequential: the normalization and commercialization of the most intrusive surveillance technologies ever created. This shift carries profound implications for global security, democratic oversight and the balance of power in the Middle East, particularly between Israel and Iran.

Zero-click tools differ fundamentally from earlier cyber operations. Traditional espionage depended on phishing emails, malicious links or compromised USB drives, all of which relied on human error. Zero-click attacks eliminate that dependency entirely. A device can be compromised simply by receiving a message or call, even if it is never opened. This transforms cyber espionage from a probabilistic exercise into a near-certain one, dramatically lowering the cost and risk of surveillance. As these tools proliferate, the threshold for intrusive intelligence collection drops, reshaping how states perceive both opportunity and restraint in cyberspace. What was once extraordinary is becoming routine.

Israel’s Cyber Ecosystem and Global Reach

At the centre of this development is not merely a start-up or a handful of elite engineers, but an ecosystem refined over decades. Israel has long fused military intelligence, technological education, venture capital, and close relationships with Western security services into a single pipeline. Unit 8200, the IDF’s signals intelligence and cyber warfare division, has produced an outsized share of the world’s cyber talent. Academic research and industry surveys consistently rank Israel second only to the United States in cybersecurity investment per capita. Alumni of military intelligence units move fluidly between state service and the private sector, exporting both defensive and offensive expertise.

NSO Group’s Pegasus spyware brought this ecosystem global notoriety. Investigations by Citizen Lab and a 2021 consortium of international media outlets revealed how Pegasus exploited zero-click vulnerabilities in iPhones and Android devices. Journalists, diplomats, opposition politicians and even heads of state were reportedly targeted, often without judicial oversight or transparency. The scandal triggered lawsuits, diplomatic protests and reputational damage for Israel’s cyber sector. Yet the underlying technical capacity did not disappear. Instead, it dispersed. Former NSO engineers and IDF officers re-entered the market under new corporate identities, offering similar capabilities to a narrower, more politically acceptable set of clients, primarily Western intelligence agencies.

This adaptation reflects resilience, but also continuity. The tools, techniques and strategic assumptions remain largely unchanged, even as branding and customer lists evolve.

Western Demand and the Erosion of Norms

Proponents of this trend argue that transferring Israeli cyber expertise to “responsible” Western intelligence agencies enhances collective security. There is some truth to the claim. Intelligence agencies across Europe and North America face unprecedented challenges. End-to-end encryption has rendered many traditional interception methods obsolete, while disciplined adversaries increasingly avoid detectable communication channels. Zero-click access to devices promises a solution, restoring visibility into terrorist networks, weapons proliferation and hostile state planning. US government disclosures confirm that modern intelligence collection increasingly depends on cyber access rather than physical interception.

Yet this justification masks a deeper problem: the erosion of norms. Zero-click weapons blur the line between targeted espionage and mass surveillance. Citizen Lab has documented repeated instances in which such tools were used far beyond narrow national-security mandates, including against domestic critics and civil society actors. These abuses produced tangible consequences. In 2021, the US Commerce Department placed NSO Group on its Entity List, citing risks to human rights and foreign policy interests. That decision acknowledged a simple reality: technical sophistication does not guarantee responsible use.

When former NSO and IDF experts resurface under new banners, the business model remains intact. Oversight depends less on enforceable rules than on political trust. As Western governments quietly embrace these capabilities, they signal that strategic competition now outweighs earlier commitments to digital civil liberties. The normalization of zero-click surveillance thus becomes not an exception, but an accepted instrument of statecraft.

Strategic Value in the Shadow War with Iran

This normalization has direct geopolitical consequences, especially for Israel’s long-running confrontation with Iran. Intelligence dominance has always been Israel’s primary force multiplier. In any potential conflict, whether overt war or sustained gray-zone competition, real-time access to Iranian military, political and scientific communications would be decisive. Zero-click espionage enables persistent surveillance of command-and-control networks, missile units, nuclear scientists and proxy logistics routes across the region.

The precedent for cyber-enabled strategic effect is well established. The Stuxnet operation against Iran’s Natanz nuclear facility in 2010, widely attributed to the United States and Israel, destroyed roughly one-fifth of Iran’s centrifuges, according to the International Atomic Energy Agency. That operation delayed Iran’s nuclear progress without triggering open war. Zero-click tools extend this logic from discrete sabotage to continuous intelligence dominance. In a crisis, they could shorten targeting cycles, reduce uncertainty about Iranian intentions and support preemptive or defensive military action.

Israel’s qualitative military edge, enshrined in US policy and reinforced by billions in American aid, now depends as much on invisible cyber access as on aircraft or missile defense systems. By exporting cyber expertise to Western allies, Israel also reinforces strategic alignment against Iran. Shared tools create shared interests, binding intelligence communities together through operational dependence as much as diplomacy.

Escalation, Paradox and Long-Term Risk

Yet cyber advantage is neither stable nor free of consequence. Iran has learned from past intrusions and invested heavily in cyber counterintelligence and retaliation. Public assessments by US Cyber Command, Microsoft and Mandiant show Iranian operators targeting Israeli water systems, transportation networks, government agencies and private companies. Escalation in cyberspace risks spilling into civilian life, erasing distinctions between battlefield and home front. As digital infrastructure becomes a legitimate target, everyday services become instruments of pressure.

There is also a strategic paradox. In the short term, Israeli cyber entrepreneurs strengthen alliances by filling Western intelligence gaps. Over time, however, diffusion erodes Israel’s uniqueness. Cyber advantages are perishable. Vulnerabilities are patched, techniques exposed and adversaries adapt. As zero-click methods proliferate, Israel’s relative edge narrows while global instability grows. The long-term payoff becomes uncertain, even as reputational and ethical costs accumulate.

The deeper challenge is normative. Democratic oversight mechanisms lag far behind technical reality. Legislatures and courts struggle to scrutinize tools that even specialists barely understand. When former intelligence officers commercialize their expertise, accountability fragments across developers, clients and regulators. Responsibility becomes diffuse, abuse easier and redress harder.

Zero-click weapons represent a qualitative leap in intrusion. Israel’s leadership in this domain reflects real security imperatives and extraordinary human capital. But without enforceable limits, transparency and shared norms, the very tools that promise security may ultimately undermine it. In the shadow war with Iran, cyber superiority may buy time and intelligence. Whether it buys lasting stability remains deeply uncertain.
