‘AI can endanger democracy and security if left unchecked’ — UN Secretary-General

The United Nations Secretary-General has observed the threats posed by artificial intelligence to democracy around the world if strong measures are not taken to ensure its safe and responsible development and use.

In a message marking the International Day of Democracy on September 15, António Guterres highlighted how advances in AI technology could seriously undermine democratic values and human rights if governance of the field is not prioritized at international, national and local levels.

"Left unchecked, the dangers posed by artificial intelligence could have serious implications for democracy, peace, and stability," Guterres said.

He cited examples such as the spread of misinformation and deepfakes online, as well as concerns around hate speech and influence campaigns that could swing electoral outcomes without proper oversight and accountability mechanisms for AI.

At the same time, Guterres acknowledged AI's potential benefits, saying it "has the potential to promote and enhance full and active public participation, equality, security, and human development" if harnessed appropriately.

He pointed to possibilities like boosting civic education and creating more inclusive public forums "where people have a say in decisions and can hold decision-makers to account."

However, Guterres stressed "it is critical to ensure effective governance of AI at all levels, including internationally" in order to realize such upsides and curb downsides.

He highlighted recommendations recently released by the UN's High-Level Advisory Body on AI on how to "harness the benefits of AI while mitigating the risks."
